Dear Mayor Cunningham, Deputy Mayor Morrison and Commissioners; Regarding this evening’s work session on the UDC. I support a city-wide building moratorium on: 1- New multi-family residential developments of greater than four units. 2 -New mixed-use commercial/residential developments. 3- New commercial developments exceeding 5000 sq. feet of gross floor area This moratorium for the above referenced types of development should remain in effect until the city updates its growth policy and finalizes the UDC. As you heard last week from Chief Waldo of BFD, our growth is already out pacingour emergency services ability to respond in a timely manner. Such a moratorium is supported by MCA 76-2-306 for reasons of public safety, health and welfare. Additionally, I oppose allowing the internal subdivision of existing buildings by rightand oppose eliminating any fees and parking requirements. It’s no secret that parking is all ready stressed in the downtown commercial and residential areas. Issuing any waivers of parking requirements would only make matters worse and the waiver of any fees associated with such subdivision development would negatively impact thecity's coffers. Lastly, I oppose eliminating language in the city code that limits occupancy to four unrelated individuals. Removing this restriction could lead to over crowding in singlefamily homes beyond their design capacity as landlords would seek to maximize occupant numbers and drive up rents; especially in a college town. Additionally it would cause wear and tear on neighborhood infrastructure beyond the capacity for which it was designed. Thank you all for your time and attention to this issue.
