Emily TalagoChair, InterNeighborhood Council June 23, 2025 Dear Honorable Mayor, Deputy Mayor, and Commissioners – The Inter-Neighborhood Council (INC) exists to give a voice to neighbors and neighborhood concerns and facilitate communication between the City and neighborhoods through a representative forum as an advisory board to the City Commission. On June 12, INC received a public comment from a neighbor regarding the June 3 City Commission meeting, during which Commissioner Madgic spoke about a moratorium on the development of large-scale (35000 sq ft) buildings within the NCOD. The public comment requested that we vote to support this idea. At the end of our June 12 meeting, I addressed this comment, spoke about the need for advance notice of action items and put forth alternatives for discussion with fellow representatives. While we typically like to have a more nuanced discussion on these topics, we decided to send a survey to the general membership of each neighborhood to gauge neighbor’s thoughts on this idea rather than take a vote at a special meeting. This balanced the need for neighborhood leaders to be responsive with the limitations of timely process. In order to “take the neighborhood pulse" on the question of a temporary NCOD moratorium, the survey was created by Emily Kiely, our Community Engagement Coordinator. To provide context, the survey email contained links to the June 3 Commission, and June 12 INC meeting recordings. At this time, the INC takes no official position on this question, but shares the raw results of the survey responses with you as an attachment here. For a brief summary: 291 Total Responses 214 supported 64 did not support 13 other Top Responder: NENA with 80 responses Lowest: Valley Unit and Kirk, both with 1 response 4 shared in individual responses that they need more info, but I recommend reading through the 13 individual “other responses” for their details. I hope these survey results can help inform your UDC work session efforts on this specific question. Thank you. What did she suggest and what is the NCOD? This is a really biased survey without that information. • I support a moratorium on large scale (> 15000 sf) developments within the core of the city, ALL neighborhoods. The growth is out of control. • Please slow down the tsunami development of large condo/apartments in the downtown and residential neighborhoods. We have enough already and it’s destroying the beauty and personality of Bozeman. • I’m not informed enough about what large scale means and what effect development might have on housing availability and affordability. • Please save the priceless neighbor we have here. • I believe that all the large scale developments are good for bozeman but that the infrastructure is rapidly falling behind. In my opinion all the large scale buildings must require off street parking to be designed for at least 50% of tenets in that building and that streets be slightly widened to accommodate for added drop off traffic. Otherwise keep building them in a .5 mile radius from down town! • They should also rewrite the AHO now that the state has mandated changes to parking requirements. • Let's recognize what makes Bozeman a great city and not destroy much of its character. There is ample space of new development elsewhere without leading to senseless sprawl. How about a new town such as they have in many other places, i.e., Old Town Alexandria in DC and such. • absolutely NOT • I wish there would be a moratorium on all of this building, especially in areas that were previously zoned as farm land with surrounding R1 neighborhoods. This up zoning is ridiculous and needs to be stopped. • Until this has more detail, I can't support it. As written, this would pause any affordable housing development as well, which is sorely needed. And how long would this moratorium last? Until this suggestion becomes more specific, it is irresponsible and dangerous. • I do not know enough about it to make an informed opinion. • Should have done earlier, town has already lost it's charm. but yes I support this.
