Dear Mr. Krueger,
We are requesting a change in the block frontage designation for the southern frontage of
Vaughn Drive, located east of Laurel Parkway and adjacent to the existing lift station lot, pursuant
to Bozeman Municipal Code (BMC) Section 38.230.130.
The existing lot contains a City of Bozeman utility (sanitary sewer lift station) and is designated
with a “landscape” block frontage, which includes a transparency requirement. The proposed
building expansion will enclose a backup generator and high-voltage electrical equipment. City
of Bozeman Engineering and Maintenance staff have expressed concerns that requiring windows
to meet the current transparency standards could pose significant public safety and security risks.
These include the potential for injury from unauthorized access, tampering with high-voltage
equipment, or compromising the operation of the lift station.
In accordance with BMC sections 38.510.030.L and 38.230.130, we request that the frontage
designation be changed to “mixed.” This designation better aligns with the site’s function and
provides the necessary flexibility to remove the transparency requirement in its entirety via
departure, thereby enhancing public safety.
