HomeMy WebLinkAbout015_Simkins-2B-4B_Traffic_Update_LetterAugust 9, 2024 Taylor Lonsdale City of Bozeman 20 East Olive Street Bozeman, MT 59715 Reference: Simkins North Park Site Plan – Tract 2-B & 4-B Trip Generation Update Project No. 21363.01 Dear Taylor: The purpose of this letter is to provide a traffic impact study (TIS) update for the North Park Master Site in Bozeman, Montana due to the proposed change in square footage of land uses on Tracts 2-B and 4-B, located northeast of Wheat Drive and south of Frontage Road. Tracts 2-B and 4-B include a truss shop, Simkins-Hallin main store, storage buildings, and truck deliveries. Traffic impacts were previously analyzed via the North Park Master Site Plan Traffic Impact Study completed by Sanderson Stewart in June 2023. The updated proposed layout for the main retail store includes a total building size of 42,703-square feet. This is approximately 177 percent of what was assumed in the original TIS. The new layout for the truss shop is 54,082-square feet, which is 265 percent of the original assumption in the TIS. The proposed site plan for Tracts 2-B and 4-B is attached. Access to Tracts 2-B and 4-B would be via two (2) full-movement approaches from Wheat Drive. Externally, this road provides access to Mandeville Lane and to North 7th Avenue via Cultivar Street. The June 2023 TIS evaluated trip generation for the North Park Master Site and assumed land uses included mini-storage, a hotel, multifamily housing, offices, general industrial uses, warehousing, and the Simkins-Hallin storefront with supporting uses. The original TIS assumed a truss shop, main store, and truck delivery uses on Tracts 2-B and 4-B. This letter will compare trip generation rates for the proposed updated Tracts 2-B and 4-B building sizes to previous assumptions for Tracts 2-B and 4-B and the total site. The assumed land uses from the Institute of Transportation Engineers (ITE) Trip Generation Manual for the proposed buildings on Tracts 2-B and 4-B were Manufacturing (Land Use Code 140) and Building Materials and Lumber Store (Land Taylor Lonsdale August 9, 2024 Page 2 Use Code 812). There is a proposed drive-thru building shown on the site plan which was not included in the trip generation calculations as this building will be used mainly for picking up orders made in the main store building and would not create new external trips. Trip generation was then calculated using the square footage of the use type as the independent variable. Truck trips were previously estimated based on information provided by Simkins-Hallin and have not changed. The results of the updated trip generation calculations are shown in Table 1 (attached). Table 1 also shows separate trip generation totals for Tract 3-B of the Simkins-Hallin site, Tract 5, and Tract 3 as they each have begun the City review process. The remaining potential future development anticipated on the North Park Master Site is shown following these three (3) currently proposed sites. In total, the entire North Park Master Site is now proposed to generate approximately 107 percent of the weekday trips that were calculated in the June 2023 study if Tracts 2-B and 4-B and the remaining tracts are developed as currently proposed. When comparing trip generation totals only for Tracts 2-B and 4-B, it was found that the new proposed building sizes on Tracts 2-B and 4-B are projected to generate 182 percent of the total weekday trips assumed in the TIS. The currently proposed sites (Tract 3, Tract 5, Tract 3-B, and Simkins-Hallin) account for approximately 65 percent of the total external weekday trips calculated in the June 2023 study. It was found in the June 2023 study that a traffic signal is projected to become warranted at the North 7th Avenue/Cultivar Street intersection approximately upon full buildout of the North Park Master Site. Therefore, at such time that active site applications for development on the remainder of the Master Site equal the original daily total number of trips, the need for this traffic signal should be reevaluated and programmed as necessary as remaining tracts applications are reviewed. Once Cultivar Street is built, traffic volumes should be checked yearly to monitor traffic signal warrants.
