A.1 Does the proposed action affect federal, state, or city regulated wetlands, watercourses, and/or buffers within the city limits?  The proposed action avoids all impacts to regulated wetlands and watercourses as seen on the attached figure. The project does extend into watercourse setback areas (buffers): -In the northern part of the project, stormwater facilities extend into Zone 2 of the watercourse setback as allowed under UDC Section 38.410.100.A.2.e.(1). -In the southern part of the project, pedestrian trails extend into Zone 1 and Zone 2, as allowed under UDC Section 38.410.100.A.2.e.(2)(a) and Section 38.410.100.A.2.e.(2)(c). These trails include a pedestrian footbridge that spans the stream and bordering wetland. Species observed included frogs, insects, small rodents (e.g. voles), and unidentified birds (not raptors). Deer likely pass through the area occasionally. No milkweed plants were observed.
