Dear City Attorney,
During the recent city commission meeting, an initiative was supported to providelegal resources to Bozeman tenants. At that meeting, Joey Morrison was accused ofhaving a conflict of interest, which he denied. I request that you review this claimand issue a formal opinion on its validity and the appropriate next steps.
Providing an official opinion would enhance transparency within the Bozeman citygovernment. The conflict claim arises from the fact that Joey Morrison receivedsignificant support from Bozeman Tenants United, which also endorses the proposedprogram. The fact that the program involves notable costs benefiting an organizationthat helped elect Morrison raises legitimate concerns about a potential conflict ofinterest.
While a conflict does not automatically imply misconduct or illegality, it requiresproper handling. If left unaddressed, there's a risk of federal rule violations.Therefore, any potential conflicts should be identified, managed, or addressedthrough waivers or exemptions.
Demonstrating that conflicts are managed transparently reflects well on ourgovernance and reassures the community. Given our city’s size, implementing clearconflict-of-interest procedures is essential. I trust these procedures will be followedand that the outcome will be communicated to the public.Ultimately, conflicts are often unavoidable, but they must be properly identified andmanaged to uphold ethical standards and public trust.
