“Having considered the draft 2025 Stormwater Facilities Plan, all public comment, and
information received, I move to recommend City Commission approval of the draft as submitted with additional consideration in the (CIP)
prioritization matrix of climate justice, incorporating forward looking climate modeling, and exploring water reuse in the future plan. If
data is not available on these topics, we recommend the City Commission consider
making investments to build these data sets.”
The Motion carried 7 - 0.

SUSTAINABILITY BOARD INPUT
Comment: HOAs lack the funding and technical expertise to inspect and maintain post-construction facilities (PCFs), have difficulty hiring contractors and disposing of debris. Contractor availability is improving.
Response: 2025 Plan recommends the City provide technical assistance to HOAs by updating the Stormwater Facility Maintenance Guide, and that PCF as-built submittals be provided on a public facing website.
Comment: Incorporate natural systems into PCF design.
Response: The City has an updated its Design and Construction Standards to incorporate the Montana Post-Construction Stormwater BMP Design Guidance Manual which provides a menu of post-construction BMPs and associated performance standards.
