Dear Board members,
Tonight you will be continuing your discussion on Phase 2 of the UDC public engagement andother related matters in Action item F.1. I am writing to you to bring 3 items of interest to
your attention in hopes that you will include my concerns in your discussion tonight.
(1) According to the staff memo for F.1., there were several revisions proposed to the zoningmap during the initial scope for zone map changes with the UDC update- 246 according to the
memo. I think that any changes proposed for the zone map should follow the City's ownstated procedure for public notice and hearins as found in the City public information
pamphlet for "Zoning Text and Zone Map Amendments" including and especially:
"For Zoning Map Amendment requests, a notice of public hearing will be sent to
property owners within 200 feet of your site and will be posted at the subject site."
With potentially 246 changes being proposed surrounding neighbors should be notified by
mail as done with any other Zone Map Amendment and the subject sites should be posted.This did not occur with the 2020 Future Land Use Map changes and created a great deal of
unnecessary alarm and confusion, some of which could have been avoided had the Cityfollowed the above notification process.
(2) Additionally, in the staff memo for Action Item, F.1. staff state, "The City has several
alternative approaches to consider to address these comments." but I did not find themexplained. Please ask staff to explain what these alternative approaches are so that the public
also knows what options are available to the City Commission.
(3) According to the staff memo, "The Community Development Board is charged withoffering recommendations on amendments to the zoning text and map to the City
Commission. It is suggested the Board consider this issue and make a recommendation to theCity Commission on the process to evaluate individual requests."
Please recommend the following:
1. That the City must follow public notification and site notification procedures as statedabove for it's own zone map amendments.
2. The City postpone evaluating individual requests to the zone map until after the UDCupdate is final- especially because the new zoning categories need to be finalized before the
zone map can be updated. 3. That staff elaborate on the "alternative approaches" available to the City Commission for
considering public requests for zone map changes.
