Please note, this compliance is not the same as dead end roads that require a turnaround. Proposed site plan will require a fire apparatus turnaround due to internal length of drive access to NE side over 150 feet from entrance off Iron Horse. 2021 International Fire Code: APPENDIX D FIRE APPARATUS ACCESS ROADS SECTION D101 GENERAL D101.1 Scope. Fire apparatus access roads shall be in accordance with this appendix and all other applicable requirements of the International Fire Code. SECTION D102 REQUIRED ACCESS D102.1 Access and loading. Facilities, buildings or portions of buildings hereafter constructed shall be accessible to fire department apparatus by way of an approved fire apparatus access road with an asphalt, concrete or other approved driving surface capable of supporting the imposed load of fire apparatus weighing up to 75,000 pounds (34 050 kg). SECTION D103 MINIMUM SPECIFICATIONS D103.1 Access road width with a hydrant. Where a fire hydrant is located on a fire apparatus access road, the minimum road width shall be 26 feet (7925 mm), exclusive of shoulders (see Figure D103.1). D103.2 Grade. Fire apparatus access roads shall not exceed 10 percent in grade. Exception: Grades steeper than 10 percent as approved by the fire code official. D103.3 Turning radius. The minimum turning radius shall be determined by the fire code official. D103.4 Dead ends. Dead-end fire apparatus access roads in excess of 150 feet (45 720 mm) shall be provided with width and turnaround provisions in accordance with Table D103.4. All existing utilities, etc that were located with the design survey are shown on the existing conditions sheet. -HE 8 Comment Engineering Alicia Paz-Solis 12/23/24 4:13 PM BMC 38.410.130—Water Adequacy—The development will need to satisfy the water adequacy code requirement prior to a future site plan approval. If sufficient water rights cant be provided to offsets the development's annual demand then a cash-in-lieu of water rights (CILWR) payment will be required. The City assesses the CILWR fee at a rate of $6,000 per acre-foot. The fee determination will take place during the site plan review, however if there are any questions or if a preliminary review is desired please contact Griffin Nielsen with the Engineering/Utilities Department directly at gnielsen@bozeman.net or (406) 582-2279. The City encourages the use of groundwater wells to supply irrigation demands, which in turn will reduce the CILWR fee. Applicant must obtain a pre-determination from the DNRC demonstrating that a well groundwater well may be permitted under Montanas exempt appropriation or that provide the water right documentation if existing prior to finalization of the CILWR fee determination. Finally, the City would like to make the owner aware of an available CILWR rebate of approximately 20% for residential units if high-efficiency fixtures (toilets, washers, and shower heads) meeting the City Water Conservation Division standards are installed. The rebate would be released at occupancy and requires an agreement defining the terms and amount rebate be finalized and executed prior to final plan approval. If the owner is interested or has any questions please reach out to Griffin Nielsen. MA has provided fixture count to E1. E1 to privide flow rate for HE to calculate sewer and water service sizing. CILWR will be paid/coordinated prior to final site plan approval. 9 Comment Engineering Alicia Paz-Solis 12/23/24 4:14 PM BMC 38.270.030.C—Completion time for site development—Provision of municipal central water distribution, municipal sanitary sewer collection systems, streets, and stormwater systems means that the criteria in either subsection a or subsections b and c are met. The map shall also include identification and square foot coverage of the various ground surfaces (i.e. vegetation, gravel, pavement, structures). If stormwater runoff generated from the proposed development was accounted for within the Glen lake Commerce Subdivision Management Plan, the applicant must confirm this is the case and verify current standards will be met for the proposed development as part of the format site plan submittal. The stormwater plan and applicable calculations/figures are inlcuded within the engineering report submittal. -HE 12 Comment Engineering Alicia Paz-Solis 12/23/24 4:15 PM DSSP Section II A. 4—The applicant must include a storm drainage plan with post-construction storm water management controls that are designed to infiltrate, evapotranspire, and/or capture for reuse the post- construction runoff generated from the first 0.5 inches of rainfall from a 24-hour storm preceded by 48 hours of no measurable precipitation. Noted, please see the provided engineering report. -HE 15 Comment Engineering Alicia Paz-Solis 12/23/24 4:43 PM Montana Post Construction Storm Water BMP Design Manual—The proposed project is located in an area that is known to have seasonally high groundwater. The applicant must demonstrate that seasonal high groundwater will not impact the function or maintenance of the proposed facilities. Industry guidance recommends a three-foot minimum separation from the bottom of the proposed facility to the underlying groundwater table. The applicant must provide local seasonal high groundwater elevations to support the proposed design. Final geotech report has been received and sent to HE & FSLA Per the geotech report received for this property, there was no evidence of groundwater on site therefore no seasonally high groundwater was designed for. -HE 16 Comment Engineering Alicia Paz-Solis 12/23/24 4:53 PM DSSP Section V.A.6.h—Services—The Water Superintendent may require the termination of any existing service stubs (either for domestic or fire service) that are not utilized for service upon the development of the lot. Lines to be terminated shall be capped or plugged at the main, and any curb boxes or valve boxes on the line shall be removed. Any water or sewer service that enters the lot that will not be used will need to be terminated. Sewer can be terminated near the property line or at the sewer main. Water must be terminated at the main in the street. This comment pairs with comment #4. 17 Comment Water Conservation Division Eric Neustrup 12/27/24 3:18 PM On June 15th, 2024, Ordinance 2155 and Resolution 5586 were adopted by the Bozeman City Commission as well as the associated City of Bozeman Landscape and Irrigation Performance and Design Standards Manual. Projects not deemed "adequate” by June 15, 2024 are now subject to these new code requirements. Terminology has been changed on all relevent sheets. -MA 19 Comment Engineering Alicia Paz-Solis 12/31/24 4:44 PM BMC 38.410.070, DSSP Section V.A & V.B—Water & Sewer Demand—Prior to a determination of adequacy, the applicant must provide an estimate of the peak-hour sanitary sewer demand as well as the average and max day demands of domestic water usage for the proposed site development. • A professional engineer must certify the estimates. • Please include relevant Glen Lake Commerce Subdivision Water & Sewer Design Report information/excerpts.Noted, please see the provided engineering report. -HE 20 Comment Engineering Alicia Paz-Solis 1/2/25 10:54 AM BMC 38.400.010—Streets, general—Dead-end streets must comply with city design specifications and standards, and with any city-adopted International Fire Code. No dead-end streets longer than 150 feet are permitted without an approved turn-around. Where streets terminate, the developer must provide a cul-de- sac at the terminus. Where it is planned that a dead-end street will be extended in the future, a temporary cul- de-sac must be provided. All approved turnarounds must be signed as no parking. 1. "T" turnarounds, in-lieu of temporary culs-de-sac, must be specifically approved by the review authority. "T" turnarounds must include two straight backup lengths of 45 feet each to accommodate city fire trucks. All other design requirements are established by the review authority Dimension 150' parking lot run depths on site plans where applicable. The parking layout was updated such that no leg of the lot was over the 150' length, therefore no turnaround is necessary. -HE 22 Comment Engineering Alicia Paz-Solis 1/2/25 3:14 PM BMC 38.540.020.M—Snow removal storage areas—Snow removal storage areas must be provided sufficient to store snow accumulation on site. Such areas may not cause unsafe ingress/egress to the parking areas, may not cause snow to be deposited on public rights-of-way, may not include areas provided for required parking access and spaces, and may not be placed in such a manner as to damage landscaping. All snow removal storage areas must be located and designed such that the resultant stormwater runoff is directed into landscaped retention/detention and water quality improvement facilities as required by the engineering department, or in compliance with the storm drainage provisions of chapter 40 article 4, and/or best practices manual. Snow removal/storage areas have been shown, please see sheet C1.0. -HE 23 Comment Engineering Alicia Paz-Solis 1/2/25 3:39 PM BMC 38.520.040.C.3—Non-motorized circulation and design—Crosswalks are required when a walkway crosses an on-site paved area accessible to vehicles. Crosswalks must contain contrasting material (such as concrete) and/or patterns (such as stamped asphalt), excluding painted surfaces. FSLA to discuss design options for graphic / material notation of the crosswalk on the groundplane. FSLA will follow these guidelines; can HE help diagram the site vistion triangles?FSLA has shown street vision triangle at the Iron Horse entrance; see landscape materials plan. - FSLA 25 Comment Engineering Alicia Paz-Solis 1/3/25 11:47 AM BMC 38.220.080.2.g(12)—Site plan submittal requirements—Provision for handicapped accessibility, including, but not limited to, wheelchair ramps, parking spaces, handrails and curb cuts, including construction details and the applicant's certification of ADA compliance. The ADA compliant parking and associated route is shown within the Civil plan set. -HE 26 Comment Engineering Alicia Paz-Solis 1/3/25 11:59 AM BMC 38.220.080.A.2.g—Traffic Generation—The applicant must submit a peak hour trip generation value to the City to determine whether a traffic impact study is required. The peak hour trip generation comparison is included with the engineering submittal. -HE 27 Comment Engineering Alicia Paz-Solis 1/3/25 2:24 PM Plat Note—Environmental Assessment—The new Phase I Environmental Site Assessment (Terracon Project No. 26237008, dated July 17, 2023) resolves the plat note condition placed on the subdivision, which states, "All Current and future property owners are advised of the potential environmental hazards identified in the Environmental Site Assessment (Terracon Project No. AJ167008 & AJ167011) and the associated declaration of covenants conditions and restrictions." The City Documents and Staff Reports folder contains a copy of the new report. Please include this report with future site plan applications. MA to find report and file for future Site Plan submission See included Environemtnal Site Accessment report. -MA 28 Comment Engineering Alicia Paz-Solis 1/3/25 3:07 PM COB MODS—Non-Residential Driveway Approach—For the non-residential driveway approach, please refer to COB STD DWG NO. 02529-12. The proposed approach should line up with the existing approach across Iron Horse Rd (Connected Goods). HE has confirmed with city that Connected Goods driveway approach is further north than our site and cannot be aligned to. Per the previous discussion with Alicia, this approach is no longer a concern as it sits north of the project site. -HE 29 Comment Engineering Alicia Paz-Solis 1/8/25 9:10 AM BMC 38.400.090.D.2—Access—Table 38.400.090-1 provides the minimum distance between public and/or private accesses and intersections and the minimum distance between public and/or private accesses and other public and/or private accesses • Full access spacing located on local streets (Iron Horse Rd) is 40 feet. • Partial access spacing on local streets is also 40 feet. Access spacing should not be an issue since there is only one public access location. Where buildings are set back from the street, pedestrian connections are required from the sidewalk. The submitted site plan delineates a pedestrian connection from the primary entrance to the shared use path along Manley. However, no pedestrian connection is shown connecting the primary entrance to Iron Horse Road which is also designated as Other block frontage. Please provide pedestrian connections to the primary entrance from both street frontages. Proposed Landscape plan includes pedestrian connection to Ironhorse. ARCH and CIVIL to coordinate FSLA has shown a pedestrian connection from Iron Horse to the building entrace; see landscape materials plan. -FSLA 33 Comment Planning Bailey Minnich 1/9/25 2:02 PM BMC 38.510.030.G Other block frontage standards. There are no parking lot location restrictions, except that a 10' buffer of landscaping between the street and off street parking areas meeting the performance standards of division 38.550 of this division is required. The submitted site plan does not delineate the required 10-feet wide landscaping buffer between the proposed parking lot and Iron Horse Road. Please provide a landscaping plan with the formal application submittal demonstrating compliance with the applicable block frontage requirements. Noted by FSLA on 1/10. FSLA is showing a 13' planted area between the parking lot and the sidewalk on Iron Horse. There is another 9.5' planted area between the sidwalk and Iron Horse. See landscape planting plans. -FSLA 34 Comment Planning Bailey Minnich 1/9/25 2:02 PM BMC 38.520.040.C.3 Non-motorized circulation and design, Internal circulation. Crosswalks are required when a walkway crosses an on-site paved area accessible to vehicles. Crosswalks must contain contrasting material (such as concrete) and/or patterns (such as stamped asphalt), excluding painted surfaces. If the required pedestrian connection from the primary building entrance to Iron Horse Road extends through the proposed parking lot, a crosswalk would be required identifying the pedestrian connection. Noted by FSLA on 1/10; see response on Comment 23.FSLA has shown a crosswalk in the same concrete material as the pedestrian walkways, with the adidtion of painted striping; see landscape materials plan. -FSLA 35 Comment Planning Bailey Minnich 1/9/25 2:03 PM BMC 38.520.070. Location and design of service areas and mechanical equipment. The applicant must provide adequate service area and mechanical equipment screening that meets the requirements of this section with the formal submittal. This includes any ground, roof top, or wall mounted mechanical equipment, utility meters, and solid waste enclosures. MA to confirm screening requirements for wall meters/equiptment, and confirm dimensions of roof top screening are adequate. At the proposed roof top mechancal zone, perforated metal screening has been provided that exceeds the height of all roof top mounted mechancial equiptment. At the ground elevation, landscape screening has been provided at the wall mounted electrical equiptment. -MA 36 Comment Planning Bailey Minnich 1/9/25 2:03 PM BMC 38.520.070.B.3 Location of ground related service areas and mechanical equipment. Service areas must not be visible from the sidewalk and adjacent properties. Where the review authority finds that the only option for locating a service area is an area visible from a public right-of-way, internal pathway or pedestrian area, or from an adjacent property, the area must be screened with structural and landscaping screening measures provided in subsection C below and division 38.550. The proposed trash enclosure shown on the Architectural Site Plan is visible from Iron Horse Road and must be screened as required in subsection C of this section. Please provide applicable screening per BMC 38.520.070.C with the formal application submittal. FSLA will develop screening planting per code to block the enclosure from view. Per Energy 1, all electrical equipment must maintain working clearance in accordance with NEC 110.26. This working clearance can be met with an enclosure that does not impede on the clearance when the doors to the enclosure/screaning are opened. FSLA is showing landscape screening between the trash enclosure, the adjacent property, and Iron Horse. Screening planting is also shown in front of the electrical meter and CT cabinet (mounted to the facade left of the person door at the shop entry). See landscape planting plan. -FSLA 37 Comment Planning Bailey Minnich 1/9/25 2:03 PM BMC 38.530.020.D. Building Design, applicability and compliance. The review authority may waive or relax these provisions in the industrial zones depending on the type of use, number of anticipated employees and customers, and the site's physical context. The greater number of employees and/or customers and higher visibility levels warrant a greater application of building design standards. The proposed building exceeds the maximum façade width permitted under BMC 38.350.040.E and includes areas on the south and west elevations which meet the definition of blank wall. As this project is proposed within the M-1 Industrial zoning district, it is eligible for a waiver to the requirements of BMC 38.530 Building Design. Please include this request within the formal submittal application or comply with the applicable standards. MA to include letter explaining waiver. MA to reference BMC 38.530. Façade is 20' over at 170' without a major break. See waiver letter provided in Documents folder. - MA 38 Comment Planning Bailey Minnich 1/9/25 2:03 PM BMC 38.530.060.C.2.a Metal Siding. Metal siding must be a minimum 24 gauge thickness. Re-purposed metal siding is exempt from minimum thickness requirements provided its material integrity is intact. Please provide additional information with the formal submittal documenting the proposed metal siding shown on the elevations complies with this requirement. MA to only specify metal siding that meets design criteria set by code section BMC 38.530.060.C.2.a -MA 39 Comment Planning Bailey Minnich 1/9/25 2:04 PM BMC 38.540.050.A.2 Number of parking spaces required, non-residential uses. The number of spaces shown in Table 38.540.050-3 must be provided subject to the adjustments allowed by this division 38.540. The proposed use of Office requires a minimum of 1 parking space per 250 square feet of floor area. According to BMC 38.540.010.A.1, the term "floor area," for the purpose of calculating the number of off-street parking spaces required, means 85 percent of the gross floor area. Based on the proposed size of the building, 85% of the gross floor area would require a minimum of 48 parking spaces. While the current proposed parking lot appears to comply with the required number of spaces at this time, please provide updated parking calculations with the formal application submittal. MA has privided an updated parking calculation on cover sheet. HE & FSLA have coordinated parking layout. MA has privided an updated parking calculation on cover sheet G0.00 -MA 40 Comment Planning Bailey Minnich 1/9/25 2:04 PM BMC 38.550.050. Mandatory landscaping provisions. The formal submittal must include a compliant landscaping plan that meets the requirements of this section, including the use of drought tolerant species, screening, parking lot landscaping, street frontage landscaping, and irrigation. Landscape plans must include the information required by section 38.220.100. Noted by FSLA on 1/10. FSLA has provided a compliant landscape concept; please refer to landscape materials and planting plans. Irrigation plans are not yet finalized and are forthcoming. -FSLA 41 Comment Planning Bailey Minnich 1/9/25 2:04 PM BMC 38.550.050.B.2. Parking lot landscaping. All surface parking lots on the building site must be landscaped in accordance with this subsection. Please provide a landscaping plan with the formal submittal identifying the required parking lot screening, canopy trees, and parking lot landscape area as the proposed parking lot will contain more than 15 parking spaces. Noted by FSLA on 1/10. FSLA has proivded a landscape planting plan indicating parking lot screening, canopy trees, and parking lot landscape areas. See landscape planting plan. -FSLA 42 Comment Planning Bailey Minnich 1/9/25 2:04 PM BMC 38.550.050.D.1. Street frontage landscaping required. Except in R-S districts, all street rights-of-way contiguous to or within the proposed development site not used for street pavement, curbs, gutters, sidewalks or drive aisles must be landscaped, as defined in this chapter, and must include one large canopy tree for each 50 feet of total street frontage rounded to the nearest whole number. Please provide the required number of boulevard trees on both Iron Horse Road and Manley Road with the formal application submittal. Noted by FSLA on 1/10. FSLA has indicated one large canopy tree for each 50' of total street frontage. The Iron Horse Rd. street frontage measures approx. 226' along the property boundary . There are five (5) canopy trees indicated on Iron Horse Rd. The trees on Iron Horse Rd. are planted in ther respective locations to avoid conflict with sewer and water easements. The Manley Rd. street frontage along the propery boundary measures approx. 286'. There are seven (7) canopy trees on Manley Rd., planted in their respective locations to avoid conflict with the 10' utility easement. -FSLA 43 Comment Planning Bailey Minnich 1/9/25 2:04 PM BMC 38.570.040. Site Lighting. The formal submittal must include lighting sheets that provide adequate fixture details and photometric data necessary to review for site lighting, entrance lighting, full cut-off, and building mounted lighting. rEnergy 1 has lighting scope and understands the calculations to be provided for site lighting.
