(1) I am writing to ask the Commission to support the Historic Preservation Advisory
Board's suggested amendments to the Landmark Project Phase 1 Report—amendmentsthat were upheld by the Community Development Advisory Board. These amendments are
as follows:
(a) Update the NCOD guidelines at the same time that Chapter 38.340 is updated in theUDC in order to allow Bozeman residents to craft enforceable standards for historic
preservation (DC: and heritage conservation1).
(b) Do not make changes to the NCOD boundary until Bozeman residents know what theNCOD guidelines in Chapter 38.340 and the Landmark Program look like and how the
NCOD guidelines and the Landmark Program will work together.
(2) Also, I am writing to ask the Commission to adopt a voluntary Heritage Tree Program tobe included in the Landmark Program and under the guidance of the Historic Preservation
Advisory Board, which has at least two members with the expertise to design andimplement such a program.

1 Heritage conservation is about managing change. It encompasses the efforts to preserve and
protect cultural and natural heritage for future generations. This includes tangible assets like
buildings, artifacts, and archaeological sites, as well as intangible resources like traditions,
languages, and performing arts. It involves actions like assessment, interpretation, conservation,
documentation, and strategic management. It is planning based on the inherited culture and
cultural artifacts of a place, structure or object. It means assessment, interpretation,
conservation, documentation and, most certainly, strategic management. It considers the
individuality and uniqueness of a place.
