Issue: Construction of parking lot in Story Mill Park adjacent to Bridger View Development without adequate public notice to adjacent and interested parties Background/Concerns: Apparently construction of a parking lot on the East side of Story Mill Park is to begin the end of May. Since this parking lot was proposed prior to construction and development of the Bridger View Development, the new owners have little knowledge of the details of the plan nor have they had any opportunity to comment on the proposal. This includes lack of any background information on factors considered in the original proposal including analyses of the needs, alternative locations, and mitigation measures. In addition the current location has changed since the construction of Bridger View and analyses that reflect the current conditions do not appear to have been done. This includes the presence of a wetland area which currently serves as habitat for moose, deer etc. and large riparian trees and vegetation which serves to filter water and attenuate flooding. Apparently there are plans to conduct major fill activities to eliminate the wetland which may result in non compliance with Bozeman’s new wetland regulations. Requested Action/Followup: At a minimum a meeting with the interested parties should be conducted which includes what activities have been conducted to address the above concerns. Input from interested parties (Nature Sanctuary, Bridger View, etc) should be solicited. This will insure that any development is consistent with and protective of the adjacent property owners requirements and priorities such as sustainability, protection of natural resources, elimination of invasive and non-native species etc. Development plans need to be based on the current conditions, knowledge of the function and values of the surrounding areas, which requires input from those who may be impacted.
