This is the time to comment on any non-agenda matter falling within the scope of the Inter-
Neighborhood Council. There will also be time in conjunction with each agenda item for public
comment relating to that item but you may only speak once per topic.
Please note, the Board cannot take action on any item which does not appear on the agenda. All
persons addressing the Board shall speak in a civil and courteous manner and members of the
audience shall be respectful of others. Please state your name and place of residence in an audible
tone of voice for the record and limit your comments to three minutes.

SUBJECT:Centennial Park Neighborhood Zoning Change Proposal

RECOMMENDATION:As suggested by INC
STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from
the community and stakeholders.
BACKGROUND:Jane Mangold, a Centennial Park Neighborhood (CPN) representative, will
make a brief presentation on a zoning change proposal and petition.
“Centennial Park Neighborhood Conservation in Action: A Resident-led
Proposal” was formally submitted to the City Commission on April 8, 2025,
as a non-agenda public comment. That led to a meeting with the Community
Development Department (Planning) to confirm it is possible for the
resident-led proposal to proceed as part of the current Unified Development
Code (UDC) update. This would be in lieu of the alternative, Zone Map
Amendment (ZMA) process which can be costly and time intensive.
Advocating for and reinforcing the CPN zoning change proposal as part of
the UDC update was encouraged.
The CPN proposal now has its own public comment folder in the City’s
Laserfiche system. At the time of submission of this report on May2, 35
Bozeman residents have submitted comments of support. In addition, the
Northeast Neighborhood (NENA) has officially endorsed the Centennial Park
Neighborhood proposal to classify its zoning under the new UDC as R-A.
With this motion, the CPN now asks the INC for its support in the form of a
formal recommendation to the City Commission.

“Having considered the formally submitted Centennial Park Neighborhood
Conservation in Action: A Resident-led Proposal, today’s presentation,
discussion, and public comment, I move that the INC sign and send the
attached letter of support recommending the City Commission:
1) Give direction to City staff to honor zoning change requests as part of the
overall UDC update, and
2) Approve the Centennial Park Neighborhood’s request to be zoned R-2 (per
current UDC) so that it becomes R-A per the updated version of the UDC.”

Dear Honorable Mayor, Deputy Mayor, and Commissioners –
Whereas the Inter-Neighborhood Council (INC) exists to give a voice to neighbors and
neighborhood concerns and facilitate communication between the City and neighborhoods
through a representative forum as an advisory board to the City Commission, we take this
opportunity to support the Centennial Park Neighborhood (CPN) in their quest to have their
zoning changed.
The CPN is part of the Imes addition and is a subarea of the formally recognized Northeast
Neighborhood Association (NENA). A core group of neighbors volunteered their time to
research, organize, gather petition signatures, and ultimately submit Centennial Park
Neighborhood Conservation in Action: A Resident-led Proposal to you on April 8, 2025.
This resident-led proposal is as an impressive example of proactive neighborhood organizing.
The CPN desires a future that respects and harmonizes with existing, human-scale
neighborhood character – including people’s homes, some of which are historic structures – and
solar access for plant growth, human health, and energy.
We, the INC, through a vote [insert count for/against], recommend the City Commission:
1) Give direction to City staff to address and honor zoning change requests as part of the overall
UDC update rather than subject organized neighborhood groups to the protracted and costly
Zone Map Amendment (ZMA) process, and
2) Approve CPN’s request to be designated R-A in the Unified Development Code (UDC)
update.

and neighborhood needs.
