RE: Centennial Park Neighborhood Rezoning Proposal
Neighborhoods are the heart of Bozeman. Both City Commissioners and residents of
neighborhoods agree. City planning documents, historic preservaMon studies, and the Inner
Neighborhoods Council (INC) also find that neighborhoods are an important part of Bozeman.
Retaining and nurturing exisMng neighborhoods is an important priority.
I am wriMng in support of this priority for the neighborhood around Centennial Park in NE
Bozeman. Residents there have submiTed a proposal to change the zoning around Centennial
Park from R4 (proposed RC) to R2 (proposed RA). RA zoning is more compaMble with this area
of mostly small well maintained one and two story craUsman homes and bungalows than RC
zoning where 24 units, 4 stories high would be allowed. Buildings in RC could be even taller
(up to 60 U ) if a developer uses the Affordable Housing Ordinance to add stories. That kind of
mass and scale would overwhelm this well-loved neighborhood.
There is a need in the City for addiMonal housing. AddiMonal housing is very doable if this area
is changed to RA where duplexes and ADUs can be part of the neighborhood mix. In addiMon,
some houses could be subdivided internally to create more units. This kind of gentle increase
in density helps add housing to Bozeman without negaMvely impacMng an exisMng
neighborhood. These types of structures are compaMble with the Centennial Park
neighborhood and will retain the character of the neighborhood that the majority of neighbors
there want.
This area is in the Neighborhood ConservaMon Overlay district where preserving neighborhood
character and quality of life are part of the reason the NCOD was created back in the 90’s. The
NCOD has helped retain property values, architectural compaMbility as well as mass and scale of
buildings compaMbility.
For these important reasons, I request that the Centennial Park Neighborhood Proposal to
rezone the area around the Park from R4 (RC) to R2 (RA) be approved.
