SUBJECT: Simkins Broadway Properties/ NE Bozeman
I am writing as the authorized representative of the property described above and generally
known as the Simkins Broadway Properties (map attached).
As you will recall, some time ago we were approached by the City and asked to consider a zone
change for our property from the current M1 zoning designation to the B-2M designation as a part
of the UDC Update process. At the time, we as a company (and family) were not prepared to
respond definitively to the request.
As you are aware, Simkins-Hallin has been operating in this location for over 60 years. We are
now, and hope to continue to be, a significant employer and corporate citizen in the City.
As you are also aware, we are in the process of building a new facility in the "North Park" area of
the City and look forward to enhancing our presence in Bozeman, the Gallatin Valley and
beyond. With the completion of our new facility much of our operation and attention will
naturally focus there.
Ours is a complicated ownership structure encompassing a large and dispersed family. After a
series of family conversations and meetings, we decided to say yes to your request and ask that
our properties be rezoned to B-2M as a part of the current UDC Update process.
We anticipate that in the future the property should, and will be, redeveloped. The eventual
redevelopment of the Broadway properties will help fund our new facility and allow us to
continue to operate and support the community of Bozeman. At this time, we do not have a
specific plan for redevelopment. We have done some preliminary investigations to understand
the opportunities and constraints of the property, including a detailed survey. This work has
allowed us to understand the existing conditions better and to comprehend how much of the
land would eventually be available for development. Our preliminary evaluation suggests that of
the approximately 11 acres, only about 7 acres would be developable allowing for streets,
setbacks, stormwater and other deductions.
In considering your suggestion of the B-2M zoning, we took into consideration the opportunities
and constraints on development options inherent to the various zoning designations available to
this site. We agree that B-2M is the appropriate designation for the unique property, setting
appropriate limits while preserving the ability to redevelop appropriately while responding to
logical market demand in the future. As you know, B-2M is an implementing zone designation in
Community Commercial Mixed-Use (current Community Future Land Use Map). The current M-
1 zoning conflicts. B-2M allows housing on the street level and allows for Retail, Restaurants,
Day Care, Arts & Entertainment Centers and many other uses to support a well-designed
expanded mixed-use neighborhood at appropriate scale to function, adapt and succeed.
As we look forward and contemplate the eventual redevelopment of the Broadway property, we
envision a neighborhood with a variety of housing and other uses that add to the fabric of
Bozeman. Whatever we do, we are sensitive to the concerns of the community and have a
strong desire to be good corporate citizens and leave the area better. We are particularly
sensitive to issues addressing the adjacent creek, impacts to traffic in the neighborhood,
provision of utility upgrades, providing parkland, trails and open space and remaining consistent
with the City Growth Policy and applicable planning codes.
