One solution, borrowed from the tech world, is before passing a new regulation, to get a large group together and try to "break" it. Find the bugs. Find the loopholes. Find the pieces that could be exploited that aren't in line with the intentions. Adopt a devious "what if" mindset. Regulations should be ironclad and do exactly what they intend to do. That's my two cents.
