March 13, 2025
A) 00:01:56 Call meeting to order - 4:30 p.m.
Emily Talago called the meeting to order. INC reps made introductions.
B) Disclosures
There were no disclosures.
C) 00:02:09 Changes to the Agenda
Emily Talago added updates from City Liaison, Deputy Mayor, and INC reps to FYI/Discussion.
D) 00:07:53 Public Comments on Non-agenda Items Falling within the Purview and
Jurisdiction of the Board
Scott Boyd talked about the Guthrie and the NCOD guidelines.
Noah Ten Broek thanked everyone for supporting Midtown last year with the Guthrie project.
Dan Carty talked about the Guthrie and ask for support on its appeal.
E) FYI/Discussion
E.1 00:09:17 Making neighborhoods more bird and pollinator friendly
Lou Ann Harris, co-chair from Sacajawea Audubon Society spoke about being a resource to Bozeman
neighbors who are interested in making their gardens more bird and pollinator friendly. They are
available to attend neighborhood meetings as well.
E.2 01:08:17 Post election - Bond and Mill Levy

Chief Veltkamp joined to talk about what happens now for Bozeman since the mill levy vote failed in
November. He talked about growth in Bozeman and staffing. He shared about different strategies the
police department is considering.
He talked about an operational staffing study that was approved by City Commission this week. This
strategy is to look for other ways to make changes from an external perspective.
Another strategy is to consider what the department can stop doing or do less of at times. The talked
about Limited Crash protocol. He talked about a staff member taking a call vs a police offer.
Another strategy is simple efficiencies. He hopes the study will help look for these efficiencies.
Finally, he shared how technology can be used. He shared about the cost of technology, but how it can
help with efficiencies.
He added about how the mill levy was a great opportunity to meet with the community. The concern
was the cost.
00:30:00 In context of the budget, Emily asked INC what they could offer as a trade-offs and
opened up for questions from INC reps.
01:08:08 Emily T opened up for public comment.
Noah Ten Broek made comment about more diverse trainings and approaches for officers.
Emily T made comment about crisis training. Chief Veltkamp responded about training and changes that
have been made.
E.3 01:16:39 Updates from City Liaison
Emily Kiely shared upcoming events at the City: wetland code open house on March 27 and the Mayor's
State of the City Address on March 24 and 26.
She shared that she would put neighborhood meetings on the City's calendar and to subscribe to
"neighborhoods" to get an email notification.
E.4 01:18:27 Updates from Deputy Mayor Morrison
Deputy Mayor responded to the topic about Impact Fees.
He shared that UDC workshops have wrapped up. The UDC chats will come out soon. Commission is
working to plan work session.
The Guthrie appeal is coming up on April 1.
E.5 01:21:38 Updates from INC reps
Dick Bakker, from BCAN, shared no neighborhood updates.

Cynthia, BCNA shared they have scheduled their annual meeting.
Angie, from NENA, shared the neighborhoods intends to submit UDC code suggestions. The NE urban
renewal board is coming back. She asked about the NRO email from City Manager Chuck Winn and the
public comment from Dan Carty and if INC can continue that conversation at a later time.
Alison, from Jandt, talked about Judge Salvagni's ruling and the parking tickets in the neighborhood.
Emily T, from Midtown, shared their annual meeting is scheduled for March 31. She talked about the
neighborhood meeting for the AHO. She talked about the Guthrie on April 1.
Alison added that she wanted to revisit the NRO and the email from the City Manager. (REVISIT to what
Emily suggested??)
Emily also talked about INC subcommittees and asked reps to reach out to her or Emily K if interested.
Rick, from Cooper Park, shared about the steering committee's intent to get a letter to the Commission
about the UDC.
Emily M, from Figgins Addition, shared she'll talk to Emily K about the annual meeting.
Kath, from MarLin, talked about the improvements potentially scheduled in the next two year. She
shared she's interested in a subcommittee about increasing communications with the City, in particular
Parks and Rec. There have been a lot of challenges over the last year.
Salal, from Bogert Park, also talked about communication with the City and the neighbors.
Kathy, from UNA, shared the appreciation of the award given to Kathy Powell last month.
Deputy Mayor made a comments about facilitation tools to consolidate discussion. He asked that
requests come in writing to Emily K and himself.

Cynthia Evans motioned to approve the minutes with Emily's edit. Angie Kociolek seconded. All voted in
favor of the motion.

Emily T asked who was able to listen to the webinar. She thanked everyone who worked together to
make it happen. She shared she has been following StrongTowns for some time. She asked to go around
and share learnings.
Joe made a comment about the speaker visiting Bozeman. Emily T shared this was similar to what a
book tour would be like. She shared this is a continuation of the conversation and chat. Angie shared her
appreciation about incentives to existing homeowners. She doesn't see Bozeman doing this now. Alison
S talked about a future toolkit coming. She shared there was talk about a follow-up podcast to the
webinar. Emily M shared the same thoughts that Angie had. She shared large lots in her neighborhood
and the benefit of being able to build a mother-in-law or additional unit to help with costs. Kath C talked
about ADUs in the Mar-Lin neighborhood and different bylaws represented. She shared that there is a
larger conversation to be had and not sure how to start that conversation. Deputy Mayor shared that
not many are coming online because they are still expensive, and those that did, became short-term
rentals, which didn't help local people looking for housing. This is on the priority list for City Commission.
Emily T invited Jason D to join the conversation to offer his expertise. Angie asked how do we respect
existing homeowners. Salal talked about incentivizing those who already have the additional units. Joey
talked about the property tax credit option. Alison asked about freezing property tax for those that add
an ADU etc. Emily T asked about the short-term rental ban and how it's going. Joey shared there have
been some updates, could be a general code compliance in the future. The group continued to discuss
the webinar.
Emily Talago made note about continuing the conversation and sharing surveys. She thanked everyone
for the conversation and opened up for public comment. (1:07:33)
George Goldsmith from Bozeman Creek made comment about the importance of the INC.
Daniel Carty from Midtown talked about the strong towns webinar.
Lila Spabila thanked the group for what they do for Bozeman and neighborhoods. She notes that
everyone's knowledge to work together.
Marcia Kaveney advocated for INC to be an advisory board. She appreciated the conversation tonight.
F.2 01:38:27 City Liaison Update
01:38:38 Emily K invited INC to attend the next Study Commission meeting and shared that they
will be discussing the timeline and schedule for the process.
She also shared about steps in UDC engagement. Workshops are scheduled and details are on Engage
Bozeman. UDC toolkits and survey will also be available.
She mentioned that City Hall is under construction and noted the change in hours for the finance office.
F.3 01:40:58 Commission Liaison Update
Deputy Mayor shared that the six month calendar is still filling in. The Affordable Housing Ordinance
passed this week and will be up in 30 days. He talked about the consent agenda item regarding the

intersection of Willson and Garfield and task order for a flashing beacon. He addressed community and
social media divisiveness.
F.4 01:33:13 Neighborhood Updates
Kathy R from UNA talked about snow plowing pilot program and trouble with the streets opening up.
Kath C from Mar-Lin rescheduled their annual meeting and talked about parking challenges. She shared
about being inspired by Kathy Powell's engagement in her neighborhood.
Cynthia Evans from BCNA shared about how great the snow plowing is.
Dick Bakker shared that BCAN met with Nick Ross and was grateful for his efforts.
Angie from NENA shared that they met to talk about priorities. They are meeting with Economic
Development next week. She talked about their UDC neighborhood meeting.
Emily T shared about the Midtown UDC neighborhood meeting.
Salal from BPNA shared about Bogert Park and the pickleball court and the unintentional impacts.
Kade W from CPNA shared that they had their UDC Neighborhood in January. He shared about their
desire to more formally represent their neighborhood.
Emily M from Figgins Addition said not a lot is going on but the snow plowers are doing a great job. She
talked about wanting to find more information about the tragedy in their neighborhood last year.
Alison from Jandt shared that she signed up for the citizens police academy. The Jandt neighborhood
hosted a UDC meeting in January. They didn't have a large turnout, so she sent out a survey and also
passed out flyers to the neighbors.
Joe from NHNA shared biggest complaint now is snow removal but overall quiet.
Jason Delmue talked about the NEHMU zone. Emily T thanked Jason for attending.

BACKGROUND:Rebecca Eberlin, Program Manager in the Office of Off-Campus Student Life,
will share about Good Neighbor Day which is a national event observed each
year on September 28. Rebecca will bring a list of potential service projects
and ask for feedback from INC members.

SUBJECT:On-Street Parking Management for Winter Maintenance Work Session

RECOMMENDATION:Participate in work session on parking management for winter maintenance
operations.
STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver
information to the community and our partners.
BACKGROUND:In response to significant public comment received during the 2024-2025
snow year, City Staff seeks to improve on-street parking management for the
public safety benefit of improved winter maintenance and emergency
response.
The city conducted a pilot program of alternate-side parking restrictions in
the downtown core south of Main Street as a potential future solution. Staff
thanks Kathy Rich, Kathy Powell, Greg Garrigues, and many others for their
communication and feedback on the program.
Staff will present the INC with an overview of lessons learned and other
potential solutions and solicit feedback to include in a future City
Commission Work Session on the topic.
