Narrative
Development Summary
The development consists of a premanufactured building, generators, 6-foot tall, slatted chain link fence with barbed wire looped across the top, and other electrical components to boost
a fiber optic signal. As opposed to cell tower sites, this site does not have an antenna.
After construction, the site will not have any employees or customers. Therefore, sewer, water, parking and other amenities associated with structures occupied by people are not required.
The project is located on an unnamed, 24-foot wide gravel road adjacent to railroad tracks and a Northwest Energy facility. The site is zoned Light Manufacturing (M-1).
Landscape Screening Departure Request
The applicant is requesting a departure from BMC.510.030.H that requires planting areas between the sidewalk and the building, outdoor storage, or parking areas that are at least ten
feet in depth and are required to meet the landscaping standards of division 38.550.
The applicant is requesting a complete reduction of the landscape standards due to the fact the site will not have any sidewalk, outdoor storage areas, or parking areas to landscape.
Secondly, the site is not located in an area that will see heavy traffic and the use is consistent with the current zoning. The outdoor equipment will be screened with a slatted,
chain link fence.

Building Entrance Departure Request
The applicant is requesting a departure from BMC 38.510.030.G which states “Building entrances facing the street are encouraged. At least one building entry visible and directly accessible
from the street is required. Where buildings are set back from the street, pedestrian connections are required from the sidewalk.”
The applicant is requesting a complete waiver from the code. The site will not have customers, employees, or a sidewalk; therefore, having an entrance facing the street is not necessary.
Additionally, the site will be completely enclosed with a slatted chain link fenced so the entrance will not be visible.

Façade Transparency Departure Request
The applicant is requesting a departure from BMC 38.510.030.G which states “For storefronts, at least 60% of ground floor between 30" and 10' above the sidewalk is required. Other buildings
designed with non-residential uses on the ground floor within 10' of sidewalk, at least 30% of the ground floor between 4'-8' above the sidewalk. Other buildings, at least 10% of the
entire façade (all vertical surfaces generally facing the street). Window area that is glazed over or covered in any
manner that obscures visibility into the storefront space must not count as transparent window area.”
The applicant is requesting a complete waiver from the code. The proposed project is not a storefront so the first sentence does not apply. The proposed project is not located within
10-feet of a sidewalk so the second sentence does not apply. The third sentence could apply but as stated earlier, the site is going to be enclosed with a six foot, slatted chain link
fence so windows will not be visible from the adjacent gravel road.
