Public comment for CDB March 17,2025 Alison Sweeney BBC Jandt speaking for myself Thank you for taking public comment tonight. I would like to request that 2 members of the Historic Preservation Advisory Board join this Board for discussions on the UDC update. Staff tries to separate Historic Preservation into it’s own category as something separate from planning, zoning, and redevelopment. It is in fact integral to those discussions. And the historic preservation program, such as it is, exists IN the Community Development Department. The Historic Preservation perspective cannot be absent from these conversations, and there needs to be cooperation in drafting recommendations to the City Commission with regard to the UDC update. I think we will get a much better product if we take a holistic view. Historic preservation is not about preventing change, it is about managing change. The NCOD was created to stimulate the restoration and rehabilitation of structures. When huge bland box developments tower over existing neighborhoods it leads to disinvestment, displacement, and a loss of community. Bozeman’s first Zone Edge Transitions were a start, but they are not sufficient. The proposed transitions will allow the same negative impacts to continue.
Our growth policy says on page 25: R 1.1 Be reflective: use past experience to inform future decisions. It goes on to suggests on page 30: N-4.1 Continue to recognize and honor the unique history, neighborhoods, neighborhood character, and buildings that contribute to Bozeman’s sense of place through programs and policy led by both City and community efforts. We have an opportunity to improve how redevelopment of core neighborhoods is managed. Zone edge transitions need to apply across a street. Additionally, we now know what the Affordable Housing Ordinance looks like. We should take that into account going forward. It is time to adjust the boundary of zoning districts on the map. This has been neglected for far too long. Many neighborhoods are now disposable, simply because of their current and proposed zoning. I don’t want to see Bozeman making the same mistakes that other communities have already made in their urban renewal efforts. Please include 2 members from the Historic Preservation Advisory Board when you review and craft recommendations to the City Commission on the UDC update. Thank you
