Dear Planning & Development Review Committee,
Please accept this request is for a Formal Site Plan Development Review by the City’s Development
Review Committee (DRC) for Phase II of the Oxbow Apartments. Included in the submittal are the
required application forms:

Site Package G Legal Description: COTTONWOOD SUB PH 1 & 2, S15, T02 S, R05 E, BLOCK

Project Narrative: The project site is currently undeveloped. A Preliminary Plat application
was approved by the city earlier this year for the Cottonwood Subdivision. Improvements to

the site were completed during the summer and fall 2020, and Final Plat was approved by
the City Commission on March 9, 2021.
The overall project consists of site development and new construction of a multi-family residential
development located on Lots 1 & 2 Block 2, Lot 1 Block 2 of the Cottonwood Subdivision (Lot and block
references per the Preliminary Plat) totaling 5.353 acres. The proposed residential development includes
seven (7) residential buildings, three (3) residential building designs, 132 total residential units, and two
(2) garage structures.
The project area was divided into three (3) sub-areas and are defined on A101. A complete Site Plan
submittal package has been prepared for each sub-area. One set of building design details have been
completed for the three residential buildings, the gatehouse and the clubhouse.

Design Intent
The Oxbow Apartments, located in Bozeman’s emerging West Side, is a mixed-use housing solution,
designed to capture Bozeman identity and values, create positive growth for the community, and
explore a new typology of apartment living that contributes to and engages with the surrounding
natural landscape, adjacencies and views. The first phase of the community was designed to unfold
along a central spine of clubhouse buildings and the central public park. The architecture pulls from the
proud honest forms of the Bozeman vernacular. The buildings are rooted to the ground by way of
gabion wall extensions and a restored, mounding wildflower meadow. Organized around the ideals of a
mountain lifestyle, the fitness and clubhouse amenities are located in referential but modern barnlike
structures that are sited to celebrate arrival and create a true sense of place. Phase I of The Oxbow

consists of 268 units, community amenities including club room, hot pool, wellness and fitness, a
flexible retail space, and full time leasing on site.
Phase 2 of the development consists of complimentary residential buildings that build out the Northern
portion of the subdivision. A total of 132 units, a new outdoor amenity pavilion and detached garages.
This phase also includes the continuation of the multi-use path as a community amenity and to provide
future city trail connections.
Parking
There are currently 65 vehicular parking spaces and 8 bike spaces planned for Site Package G. Parking
for the Site Package G is defined in the table below. While parking provided in Package G is seven (7)
spaces below what is required, a shared parking agreement between Package G and Package F (which is
located adjacent to the north) is proposed. There are currently 58 spaces proposed in Package F while
only 37 spaces are required. The 21 extra spaces located within Package F are located in close
proximity to the Package G buildings. In addition, direct pedestrian and vehicular connections are
included in the parking lot design and the spaces otherwise meet the city’s Off Site Parking space
parameters.
SITE PACKAGE G PARKING DETAILS
Uses
The primary use for the project is residential in nature. The project is located in a growing area of
Bozeman and will provide a living option for the community that is accessible and within reasonable
proximity to the city core. Each building will include a variety of one, two and three bedroom units.

Conceptual Site Plan Review Waiver
A Pre Application meeting was held on September 26, 2024 to discuss Oxbow Phase II in its entirety and
to discuss the site plan package approach with city staff. During that meeting a request to waive
Conceptual Review for all three site plan packages was initiated. The request was approved on
September 30, 2024. A completed Waiver Request Form is included in this submittal.
Concurrent Construction
A request to consider Concurrent Construction for the development of Site Plan Package G is included
in this submittal. A completed form and responses to the appropriate criteria are also included in this
submittal.
