Questions and Answers
Questions from Teaming Meeting
Question:
Could you elaborate a little bit more on the safety data platform? What type of format that
you're looking to see and what kind of goals you're looking to accomplish with it?
Answer:
The city is really interested in having a comprehensive data platform that gives us the ability
to look at up to date crash data, other safety data, demographic data, and roadway network
information in one location. The platform should give us the ability to take a deeper dive
into crash locations. Ideally it would provide analysis capabilities to look at crash clusters,
crash types, and even identify potential engineering solutions.
The idea of the combined procurement is so that we don't duplicate effort. The study can
utilize that platform, once everything gets loaded and built out, to do the data crunching so
that we're not duplicating effort, and we have the latest and greatest data and can pull
maps into the plan.
Moving forward a goal would be that the platform could potentially reduce staff time in
identifying projects and perhaps even providing an initial scope. Additionally, the platform
will allow us to keep a more real time view on safety analysis.
Question:
Could you elaborate a little bit more on what some of those challenges you're currently
having with accessing your crash data?
Answer:
The system that we currently use for 911 dispatch and that then handles the crash reporting
has some limitations with that system with respect to what information is immediately
available. A lot of the detailed crash information is contained in a PDF and therefore it is
difficult to translate into a digital, GIS type of environment and to have access to the details
all in one location.
We would like to take a solution approach to traffic data as well, so more so than just seeing
a dot on a map, we would like a system or a platform that helps us understand crash types
and causes so that we can start thinking more forward on solutions.
Question:
When are you hoping to have the safety action plan complete?
Answer:
We are looking at that sort of one year time to 18-month time frame. Our period of
performance in the draft grant agreements is 36 months. That was on the advice of FHWA
so we will not have to extend the agreement if something happens.
The dates in the draft agreement are:
Planned Final Plan Completion Date: June 30, 2026
Planned Final Plan Adoption Date: December 22, 2026
Planned SS4A Final Report Date: June 30, 2027
Question:
What are your thoughts on evaluating the effectiveness of the platform and working
through any of the any of the data errors or issues in getting it to work with MDT?
Answer:
First to clarify. We currently have a system or a process that enables us to get our crash data
to the Montana Department of Transportation (MDT) for their use, this platform does not
need to facilitate that. If there's opportunity to streamline that process, that is fabulous, but
the intent is to pull MDT data into the platform. Primarily this is for cases where Highway
Patrol or another agency produced the report for a crash that is within the city boundary.
Interstate 90 is a prime example where Highway Patrol is likely to have done the crash
report so it wouldn't be in our system, it would be in MDT’s system. We want to look at
those crashes that are on state routes that are within the city boundary as part of our safety
planning.
With respect to evaluating the effectiveness of the platform, I think that's one of the
reasons that we are looking at this teaming approach, to hopefully bring forward proven
systems. There will be things to work through in getting our data into the platform and
ensuring quality control. We will be looking to the teams for to provide a solution that has a
proven effectiveness.
Question:
What primes who have offices in Bozeman or have done work with the group in the last like
two or three years?
Answer:
We will leave that question to be answered once we connect you all.
Question:
Are you able to share who provided any support on your most recent safety plan?
Answer:
The Bozeman Streets Are For Everyone (SAFE) Plan was done in house. It is more of a
strategy document, there was not any real data included. It is more of a guiding document.
This effort will be putting together a Comprehensive Safety Action Plan.
Question:
Can you describe the level of engagement you're desiring for the safety action plan?
Answer:
The City of Bozeman has an overarching Community Engagement Plan, Engage Bozeman
that guides all of our community engagement. Based on that plan staff develop a project
engagement plan for all of our projects. A draft of the project plan will be provided after
selection, during the formal scoping process. We will develop the final scope of the project
engagement in coordination with our consultant to lay out the actual deliverables and
timeframes.
We do not expect to have a ton of public engagement on this. We do to see is use of the
data platform to help with the external facing portion of this project. We envision
presenting data in a visual form that our public can see and comment on.
Expect to have an online component through our Engage Bozeman Platform coupled with in
person meetings at the visioning or start up period and then again after a draft plan has
been developed and is up for review. The in-person meetings are likely to be open house
style with boards presenting information and opportunities for people to interact.
Question:
Can you provide who is going to be part of the committee members for reviewing the RFQ?
Answer:
Nick Ross, Taylor Lonsdale, and someone from our Streets Division, likely in the signs and
signals group involved.
Follow up questions after Teaming Meeting
Question:
Does the City want the signal equipment supplier to work with city staff to install the
hardware or should that work be completed by the consultant team?
Answer:
City staff will complete the installation of the new equipment with any necessary support
from the supplier.
Question:
In what formats will the city provide data for the safety data platform demonstration?
Answer:
The city data system, Zeurcher, can export portions of crash reports in Excel or CSV formats
and full crash report data including diagrams and officer comments in PDF format. The
Montana Department of Transportation (MDT) utilizes AASHTOWare. The city can export
the data available to us from that platform in Excel or CSV formats. MDT may be able to
provide additional data and in other formats.
Question:
A question was received that included proposed edits to the Sample Professional Services
Agreement.
Answer:
Any proposed edits to the Sample Professional Services Agreement should be included as an
attachment to the Statement of Qualifications.
Question:
Resumes are noted in Section C and therefore part of the page limit. Would we be able to
move these to an appendix to not count them towards the page limit?
Answer:
The intent is to have Section C provide overview ‘resumes’ for key staff. Full resumes may
be included in an appendix.
Question:
It is noted as a requirement in General Instructions, "Respondents must comprehensively
read the attached PSA template, including but not limited to requirements under section
7...." Should we include this in our cover letter or as another appendix. Would that count
against our page limit?
Answer:
This can be included as an appendix and will not count against the page limit.
