Dear Commissioners and city staff, Thank you for the opportunity to participate in the UDC draft process. However, I came away from Wednesdays meeting with more questions than answers. The time for vague questionsaddressing the concepts of ‘neighborhood’ or ‘walkability’ is past. We need to get down to brass tacks. What is the mass and scale allowed in each zone per the new UDC, what does thislook like? The housing market in Portland does not help me visualize what a possible R-C development will look like from the street. My understanding from attending several meetings over the last year and a half, is that the general public is concerned foremost with housing affordability and scale. Therefore I believethat possible solutions to these issues should be addressed very seriously at Mondays work session. Issues such as: •The max building size in RA should not be increased by 1,000square feet. The max buildingsize in all of the combined zones that RA will encompass was 4,000 sq ft. Increasing this by one fifth only benefits the construction of McMansions, it does nothing for affordability andonly increases mass and scale. •Do not allow parcel assembly, this only benefits large developers and prices out smaller and gentler development that can occur on single lots. • Include graduated floor area ratios that encourage the development of lived in density overempty luxury. • Include a solar protection ordinance for privately owed solar arrays. This not only allows the city to reach its sustainability goals by protecting existing infrastructure but it encourages theexpansion of solar production. Thank you for your time, Juliet Osman
