Well, boy, do I owe everyone an apology. Thanks Joey, Alex, and Terry for taking the time to respond and me straight on the previous
agenda notice. I am both relieved that the process was followed and embarrassed that I thought it wasn't!
Clearly, I misread the agenda and subsequent revised agenda and I'm sorry for the accusationof not allowing adequate notice.
Unfortunately, I won't be in attendance tonight since I made other plans, thinking for severaldays how odd it was that there were no action items scheduled.
Again, please accept my sincerest apologies.

annexation policy is not simple and has a far reaching effect. The staff memo is 4 pageslong, and includes 6 attachments to review. I find the language of the memo challenging and
the attachments lengthy. This is an unreasonable ask of the residents of the City to digestthis material and compose good public comments with just 26 hours notice, especially given
that 8 of those hours are lost to sleep.
The staff memo states on page 2, "Annexations and annexation policy are importantcomponents of community growth and implementation of numerous city goals andobjectives. This resolution only addresses citizen initiated petitions and not Cityinitiated actions." Because this resolution only addresses citizen initiated petitions, I hope
you agree it is even more important that citizens get a chance to participate in its public
hearing.
I respectfully request that agenda item H.1. be cancelled and rescheduled for a meeting inthe future when the public can receive notice in the usual manner, have time to review the
material, time to prepare their comments, and time to make room for the meeting in theirschedules.

I’m glad that you thought that yesterday‘s UDC engagement workshop was productive and well-structured.
I received your email about the action item for tonight‘s meeting and want to assure you that this is not a last-minuteaddition to the action item agenda.
This action item was noticed publicly on Thursday as an action item and the subject matter, the proposedrecommendations and the staff report have not changed from the original notification that we provided to thecommunity.
The only change has been the addition of one attachment to the staff memo. Originally, we had provided a full copyof the existing code and a redlined copy showing all of the proposed changes to the code. We have added anattachment that essentially accepts all the proposed changes and shows how the code would read if the redlinedcodes sections were accepted. No additional changes have been made to the proposed revisions since we firstnoticed this action item.
I hope this clarifies this issue for you. Thank you. Terry Cunningham.

I am attaching for your reference the original email announcing today’s 02-25 Commission
Meeting that went out on Friday, February 21st at 12:20 pm. On it you will see under Action
Items item H.1 Adoption of a Resolution of the City Commission to Replace and Readopt
the Annexation Policy for the City of Bozeman. This Resolution Replaces Resolution
5076(Rogers). It has been noticed in the 02-22-25 Chronicle edition as is the City’s practice.
