To: Mayor Cunningham, Deputy Mayor Morrison, Commissioners, Madgic, Fisher and Bode
I have been a member of the University Neighbors Assoc (UNA) for a quite a few years
including being past President.I was also Vice President of the Inner-Neighorhood Council (INC).
Being active in UNA I have organized many meetings, gatherings and events.
It takes some time to get the word out and engage neighbors.We have been pretty successful in connecting with neighbors and getting their input when we
have time to reach out to them.
It is a good move to include in the Affordable Housing Ordinance a requirement to have a"Preapplication Community Meeting" with the developer that is proposing to use affordable
housing incentives in R-B & R-C.(page 11 of proposed AHO). Especially in those parts of the city that have Neighborhood
Associations. Very neighborhood friendly requirement.
However, mailing written notice "at least 15 business day” before having the meeting isnot reasonable or practical.
Mailing at least 15 business days prior to a meeting means the notice would not reach aNeighborhood Assoc officer for 12-14 business days.
That is not enough time to digest the proposal or letneighbors know about the meeting.
Mailing to just the presiding officer needs to be changed to mailing to the full neighborhoodAssoc Board or Steering Committee. That would hopefully cover when the presiding officer
is out of town that another board member would get the notice.
This timeline needs to be extended. I appreciate Commissioner Bode addressing the need forsuch a meeting along with the requirements for post meeting follow up.
I appreciate all the City Commissioners supporting requiring a "Preapplication CommunityMeeting” in Neighborhoods with Neighborhood Associations as well as tp neighbors within
200 ft of proposed development that don’t have a Neighborhood Assoc.I also appreciate Commission Bode pursuing that ADA parking access must be on site and not
also 1,000 ft away.
Please change the # of business days for the "Preapplication Community Meeting” from "at least 15
days“ to at least "30-45 days”.
Please change "…mail by first class mail written notice to the presiding officer of the applicable
neighborhood association” to "…written notice to the full board or steering committee…."
To make this a useful and participatory process, notification needs to be have a practical
timeline in order to reach out to neighbors so they can effectively ask questions & express anyconcerns with a developer.
