I wanted to highlight what seems like a missed opportunity with the planning department when it comes to logical
and strategic zoning. For example, the area south of Kagy on South 19th has significant potential for commercial
and mixed-use development, particularly in the South University area at the southeast corner of 19th and Kagy.
Why wouldn’t the city require Developers to do active commercial use along Kagy and South
19th, at the very least on the main level of buildings in such locations? We already facesubstantial traffic issues in this town, and by not encouraging or requiring developers to
incorporate commercial or retail spaces in areas like this, the city unintentionally funnels moretraffic to heavily congested areas, such as North 19th and Main Street. Who wants more of
that?
Traffic congestion is a recurring topic in city meetings, with concerns about how bad it is
today and how much worse it’s projected to become. Taking steps to require these areas thatfront Kagy or 19th for retail/restaurant active ground-floor use in multi-family developments
could alleviate some of this strain by creating areas such as this or say neighborhoodconveniences that reduce the need for residents to drive to central areas in Bozeman for basic
services.
Incorporating smart zoning policies like this could significantly benefit the community, both
by addressing traffic concerns and by improving the quality of life for residents. Seems like agolden opportunity and a logical one to pursue. Our town unlike Missoula, Helena, Butte,
Billings etc...do not have numerous arterials where commercial particularly Retail can grow.
