Dear Mayor Cunningham, Deputy Mayor Morrison and Commissioners Madgic,
Fischer and Bode:
We are writing as very concerned private residents of Bozeman to show strong
support for the Better Bozeman Calition’s recommendations regarding the proposed
Affordable Housing Ordinance to be voted on tonight. As we all try to work to address
the critical issue of affordable housing in our city, it is essential that the ordinanceachieves its goals without compromising the unique character and livability of
Bozeman.
We urge the Commission to adopt the following principles as part of the Affordable
Housing Ordinance and its place in the NCOD and UDC:
1. No Upzoning Without Consideration of Community Impact
While increasing housing density can play a role in addressing affordability,
blanket upzoning risks significant, unintended consequences. Upzoning can
lead to unchecked development that diminishes neighborhood character, strainsinfrastructure, and increases displacement of long-term residents. The
ordinance must align with Bozeman’s Comprehensive Plan and neighborhood-
specific needs.
2. Protection of Historic Preservation EffortsBozeman’s historic districts, including the NCOD (Neighborhood Conservation
Overlay District), are integral to our city’s identity and appeal. These areas
represent Bozeman’s rich history and serve as an anchor for the community’s
cultural heritage. It is vital that the Affordable Housing Ordinance includesprovisions to preserve these districts and prevent development that undermines
their character.
3. Preservation of Naturally Occurring Affordable Housing (NOAH)
NOAH properties are a critical component of Bozeman’s existing affordablehousing stock. Displacing these homes with luxury developments or
unaffordable housing exacerbates the very issue we are trying to solve. The
ordinance must safeguard NOAH properties and ensure that existing affordable
options remain accessible to residents.4. These recommendations prioritize smart growth, gentle infill, affordability, and
preservation, reflecting the values of the broader Bozeman
community and not rewarding development of real estate merely as an
