January 28, 2025 Dear City Commissioners, My name is Holly Fretwell, and I live at 320 N Grand Avenue, Bozeman, MT 59715. I have been a resident of Bozeman for over 40 years and have witnessed many changes in our city—some beneficial, others less desirable. I write to you today out of deep concern regarding the Affordable Housing Ordinance. The property neighboring my home was zoned residential until the city commission, without regard to neighbor input, rezoned it commercial to allow Home Base to develop a six-story building that now overshadows the residential areas. If you are unfamiliar with my location and the surrounding developments, I urge you to come and take a look firsthand. I cannot imagine a more drastic transformation to a neighborhood than what has occurred here. The rapid rezoning followed by the construction of high-density buildings has brought about a massive cultural and aesthetic shift to what was once a close-knit, family-oriented neighborhood. As an economist, I understand the economics of housing and financing, as well as the need for sustainable growth. I am not opposed to development or increased density; in fact, I believe it can be a positive force when done thoughtfully. However, I am firmly opposed to one-size-fits-all regulations that fail to account for the unique character and needs of different neighborhoods. I recently watched Chuck Marohn’s housing webinar, which highlighted the importance of deliberate, incremental growth and the long-term implications of rapid, high-density development. His insights resonated deeply with me. I would like to see the city commission take a pause from its current trajectory of high-density zoning changes and reflect on the broader implications for our community. Growth should enhance our city, not undermine its livability or erase its character. Call me a NIMBY if you like, but I care deeply about the future of Bozeman and the well-being of its residents. The changes we are experiencing feel overwhelming and, frankly, crushing. I urge you to consider a more balanced approach that respects the voices of those who live here, preserves the character of our neighborhoods, and aligns development with community values.
