Dear City Commissioners,
The Guthrie poses risks to the safety of surrounding neighborhoods with the lack ofparking proposed and the excessive mass and scale proposed undermines the basic
social fabric and character of that area; therefore, a decision with this amount of
impact and concern from the City's residents at the very least requires a more
democratic review with public participation from elected City Commissioners and atransparent hearing. Granting the citizens of Bozeman this right is consistent withthe Montana Constitution's clauses for citizen participation in governmental
processes and the right to protect the healthy, safety and well-being of property with
an opportunity to express legitimate concerns. Similarly, the Affordable HousingOrdinance denies the citizens of Bozeman these fundamental, inalienable rights.
If this project is being rewarded for expedited approval on the grounds of affordable
housing, it will not achieve true affordable housing with units at 80% of AMI for
the majority of Bozeman's workforce and will simply be occupied by out of stateresidents with higher income and wealth levels. In essence, the public is getting
marginal at best social benefit while incurring high costs.
