City of Bozeman Department of Community Development RE: Site Plan Application for The Guthrie (Application 24493) I am writing to express strong opposition to the proposed demolition and construction project at 321 N. 5th Avenue within the Neighborhood Conservation Overlay District. The proposedfour-story apartment building is not in keeping with the character of our historic neighborhoods and raises significant concerns regarding safety, community preservation, andadherence to Bozeman’s established guidelines. The Neighborhood Conservation Overlay District was specifically created to preserveBozeman’s historic core, protect the integrity of our traditional streetscapes, and maintain the character of historic neighborhoods. This proposal is inconsistent with these goals. The designof the proposed structure threatens to undermine the unique character and fabric of the neighborhood. The City’s Unified Development Ordinance and historic preservation principlesclearly emphasize that new development within the Overlay District should enhance and contribute to the surrounding neighborhood—not detract from it. I also urge you to consider the safety implications of this project. The proposed building’s density and parking limitations are particularly concerning given its proximity to a nearbyelementary school. The increase in traffic and congestion could create unsafe conditions for children and families traveling to and from school. The prior denial of this application (23354) by the City Commission underscored non- compliance with Section 38.340.090C. Granting an early termination of the two-year stayundermines the intent of this decision and sets a concerning precedent for future development in historically significant areas. I respectfully request that you reclaim this site plan application. It is critical that we prioritize Bozeman’s preservation goals, the safety of our community, and the integrity of our historicneighborhoods.
