I am writing to express strong opposition to the proposed demolition and construction
project at 321 N. 5th Avenue, a location situated within the Neighborhood ConservationOverlay District. The proposed four-story apartment building is not in keeping with the
character of the existing Bozeman historic neighborhood surrounding the site,.
The Neighborhood Conservation Overlay District was specifically created to preserveBozeman’s historic core, protect the integrity of our traditional streetscapes, and
maintain the character of historic neighborhoods. The application proposal is notcompliant with this stated goal of the NCOD. The City’s Unified Development Ordinance
and historic preservation principles clearly emphasize that new development within theOverlay District should enhance and contribute to the surrounding neighborhood—not
detract from it.
The proposed height and capacity is not suitable for this neighborhood location,
removed from the 7th avenue corridor; in addition the proposed building’s density and
parking limitations are not a safe addition to this area especially given its proximity to anearby elementary school. The increase in traffic and congestion will create unsafe
conditions for children and families traveling to and from school.
The prior denial of this application (23354) by the City Commission underscored non-compliance with Section 38.340.090C. Granting an early termination of the two-year
stay undermines the intent of this decision and sets a concerning precedent for futuredevelopment in historically significant areas.
I respectfully request that the city commission again reclaim this site plan application,
and that this application be denied. With more thoughtful review I am sure a better planfor this location can be designed, one that is aligned with Bozeman’s preservation goals,
the safety of our community, and the integrity of this historic neighborhood for currentand future generations.
This kind of development is not serving the needs of the community.
Thank you for your continued commitment to protecting Bozeman’s heritage and
creating action plans that reflect the needs and desires of the community.
