Our property consists of three commercial buildings on the corner of N Wallace Avenue and E. Tamarac, which is immediately to the west of the proposed Bozeman Yards Project. I was on the NEURB for several years, including the years when the board led by the Bozeman Economic Development obtained funding to do road improvements in the District. We have reviewed the project documents, and the request by Brick Capital with $3.6M TIF funding that would be utilized to help offset the cost of demo, site prep, roadway, sidewalks, curb & gutter and alley related items. We do feel that the project proposed will be an asset to the City of Bozeman, and that the NE Neighborhood is an appropriate place for growth to occur. We understand that the purpose of establishing a TIF is to facilitate economic development that funds infrastructure that expands the tax base that will benefit not just the TIF area, but the entire city. This project when completed should generate enough revenue to justify the TIF investment. Conditional Support: We understand that the developer has factored this into their decision about purchasing and developing this property, but we do have some concerns about proposing a luxury property next to the rundown train station and functioning train tracks. Despite many attempts by the City and private individuals to restore the depot, the railroad has not been a good citizen and they have allowed this historic building to fall into disrepair and the grounds owned by the railroad are not maintained. We also know that the proximity to the railroad crossing makes this location very loud and frequent train warning whistles. For many years we've tried to institute a quiet zone to address the ongoing train noise. Last we heard some progress had been made on this issue and we hope the quiet zone has been implemented. We also have several concerns with the development that we will address directly with the City of Bozeman Planning and Engineering Group and Brick Development regarding traffic and the negative impact on our property which we don’t think has been considered.
