meeting. At the direction of the City Commission, anonymous public comments are not distributed to
the Board or staff.
Public comments will also be accepted in-person and through video conference during the appropriate
agenda items.
As always, the meeting will be streamed through the Commission's video page and available in the
City on cable channel 190.

This is the time to comment on any non-agenda matter falling within the scope of the Community
Development Board. There will also be time in conjunction with each agenda item for public
comment relating to that item but you may only speak once per topic.
Please note, the Community Development Board cannot take action on any item which does not
appear on the agenda. All persons addressing the Community Development Board shall speak in a
civil and courteous manner and members of the audience shall be respectful of others. Please
state your name, and state whether you are a resident of the city or a property owner within the
city in an audible tone of voice for the record and limit your comments to three minutes.

SUBJECT:Cancellation of January 6, 2024 Community Development Board and Setting
of Special Meeting on January 13, 2024.

RECOMMENDATION:Approve consent agenda as presented.
STRATEGIC PLAN:4.1 Informed Conversation on Growth: Continue developing an in-depth
understanding of how Bozeman is growing and changing and proactively
address change in a balanced and coordinated manner.
BACKGROUND:The regular meeting of the Board is on January 6, 2024. There are no
materials ready for action on that evening. There is a need to conduct a
public hearing on the replacement of Division 38.380 Affordable Housing in
the municipal code prior to the City Commission's review on Jan 28th. We
have polled the board and a quorum is available for January 13th. Staff can
complete preparation and notice for the review on the 13th. Staff
recommends the Board approve holding a special meeting on January 13,
2024 for consideration of Application 24529, Affordable Housing zoning code
amendment.

RECOMMENDATION:Participate in training and discussion
STRATEGIC PLAN:7.1 Values-Driven Culture: Promote a values-driven organizational culture
that reinforces ethical behavior, exercises transparency and maintains the
community’s trust.
BACKGROUND:The Charter of the City of Bozeman requires that all staff and officials of the
City participate in ethics training every year. This item meets that
requirement. Community Development Manager Saunders will provide
information and help facilitate discussion of ethics principles and scenarios.
All Board members must participate.

Meeting and Reschedule of January 20th Meeting.

RECOMMENDATION:Information only, no action required.
STRATEGIC PLAN:4.2 High Quality Urban Approach: Continue to support high-quality planning,
ranging from building design to neighborhood layouts, while pursuing urban
approaches to issues such as multimodal transportation, infill, density,
connected trails and parks, and walkable neighborhoods.
BACKGROUND:The following applications are presently scheduled for the January 13, 2025,
Community Development Board meeting:
1. Affordable Housing Incentives Text Amendment, Application 24529
[external link], Reviewed in capacity as Zoning Commission. Project website

The January 20th regular meeting will be moved to January 27th due to the
City being closed on January 20th for Civil Rights day.
