HomeMy WebLinkAbout28 The Guthrie Signa Warrant Study October 11, 2024 Mikaela Schultz City of Bozeman Transportation & Engineering 20 East Olive Street Bozeman, MT 59715 Reference: Project No. 23509: Traffic Signal Warrant Analysis – North 7th Avenue & West Villard Street North 7th Avenue & West Beall Street Dear Mikaela: The purpose of this letter is to provide a summary of a traffic signal warrant study that has been completed for the intersections of North 7th Avenue with West Villard Street and West Beall Street in Bozeman, Montana. Traffic demand at these intersections is projected to increase upon the completion of The Guthrie development. The signal warrant study was requested by the City of Bozeman Plan Review. Data used for the analysis included 24-hour turning movement and pedestrian counts, intersection crash history, and other related information presented in The Guthrie Traffic Impact Study (Sanbell, 2023). Existing Site Conditions North 7th Avenue (P-118) is a north-south route classified as a principle arterial south of I-90 in the study area by the City of Bozeman and MDT. It connects Main Street in Bozeman to Belgrade after becoming Frontage Road just north of Cultivar Street. Adjacent to its intersections with West Villard Steet and West Beall Steet, North 7th Avenue has two thru lanes in each direction and a posted speed limit of 25 mph. West Villard Steet (L-16-4366) and West Beall Street (L-16-4696) are both east-west routes classified as local streets that have posted speed limits of 25 mph. At the West Villard Street intersection, North 7th Avenue has a northbound left-turn lane and the West Villard Street approaches have dedicated right-turn lanes and shared thru/left lanes. At West Beall Street intersection, the West Beall Street approaches have a single lane for all movements. Existing Traffic Volumes Weekday AM and PM peak hour turning movement counts were collected at the study area intersections on Thursday, November 2, 2023. The weekday peak hour periods were found to occur from 7:45 to 8:45 AM and 4:30 to 5:50 PM. Raw count data was adjusted for seasonal variation using MDT seasonal adjustment factors. Mikaela Schultz October 11, 2024 Page 2 Crash History Analysis Historical crash data was obtained in support of The Guthrie TIS from MDT for the five-year period from January 1, 2018 through December 31, 2022. No crashes were reported at the North 7th Avenue/West Beall Street intersection during that timeframe. Five crashes were reported at the North 7th Avenue/West Villard Street intersection during that timeframe, with four having property damage only (PDO) and one resulting in an injury. Of the five crashes at the North 7th Avenue/West Villard Street intersection there was one of each of the following collision types: rear end, right-angle, fixed object, pedestrian, and other. Several changes were made at this intersection sometime in 2020, including removal of a tree obstructing sight distance on the southwest corner, removal of southbound left-turn lane to install a pedestrian RRFB system in the new widened refuge median, and striping shared left-turn/thru and separate right-turn lanes on the east and west legs. Future Traffic Volumes For the purposes of projecting future volumes for this analysis, a 15-year Future (2038) horizon was evaluated. Projections for the Future (2038) scenario were calculated by combining Guthrie site-generated traffic assignments with existing traffic volumes grown to future years by applying a yearly background growth rate of 2.0 percent. The background growth rate selected was based on projections calculated for the Bozeman TMP and historical MDT traffic data. Signal Warrant Analysis Traffic signal warrants were evaluated at the intersections of West Villard Street and West Beall Street with North 7th Avenue using criteria outlined in the Manual on Uniform Traffic Control Devices (MUTCD) 11th edition, which presents several warrants that can be considered based on traffic volumes, school crossings, crash history, and others. For the purposes of this analysis, Warrant 9 (Intersection Near a Grade Crossing) was not evaluated because there are no railroad crossings near the study intersections. Additionally, satisfaction of the Peak Hour warrant alone should not be considered as warranting a signal, as it is primarily meant for application at office complexes, manufacturing plants, or other high-occupancy vehicle facilities that attract or discharge a large number of vehicles over a short time. The MUTCD also direction that when the minor approach has a dedicated right turn lane present, a high volume of right-turning vehicles with little or no conflict on the mainline, or when two approach lanes are utilized evenly, the engineer should use judgement as to whether all or a portion of those movement should be considered and how many approach lanes should be used in the traffic warrant evaluation. To be Mikaela Schultz October 11, 2024 Page 3 conservative, no reductions in the West Villard Street volumes were implemented for the right-turn lanes. Existing Conditions (2023) and Future (2038) signal warrant results are shown in Table A below, and the analysis worksheets are attached. No signal warrants are met or close to being met with Existing Conditions (2023) or Future (2038) volumes due to the low volumes on the minor streets of West Villard Street and West Beall Street. Conclusions and Recommendations The preceding analysis has shown that traffic volumes at the intersections of North 7th Avenue with West Villiard Street and West Beall Street are not projected to meet signal warrants in the Existing Conditions (2023) or Future (2038) scenarios. Based on the volume projections and traffic/safety analysis presented in this letter, it is not recommended that a traffic signal should be considered with buildout of The Guthrie at with of the project intersections.
