HomeMy WebLinkAbout14 Parkland Narrative and Prelim TableSite Permit Document Cash-in-Lieu Parkland Narrative: Pursuant to section 38.420.030.A, BMC, application #24493 requests cash-in-lieu of park land dedication (CILP). All proposed cash-in-lieu will meet standards of 38.420., BMC. The current appraisal amount is $2.65/sf, the amount at Site Plan Adequacy will be used. This project is a redevelopment of an existing lot zoned R-5. A total of 0.20 acres of parkland and 0.10 acres of parkland equivalent as CILP are required for this project. All 0.30 acres are requested as CILP. 96 units/acre are exempt due to the 12 du/acre density cap and provides a density bonus of 2.43 acres equivalent to $280,504.62. The Bozeman City Commission delegated authority to the Parks and Recreation Director to evaluate requests for authorization of accepting cash-in-lieu through Resolution 4614. Further, Resolution 4784 Section 3 established criteria for evaluation of requests with a list of favorable circumstances for acceptance of Cash-in-Lieu. Application #24493 meets the following from that list: 1. The proposed cash-in-lieu is consistent with the density requirements of Section 38.420.020.A, BMC. 2. The development cannot readily add land to an existing park or extend a trail network. 3. The travel distance from the nearest point of the development to the nearest point of two or more existing neighborhood, community, or regional parks is within 0.25 miles of the development site. a. Westlake Park and Willson Auditorium Greenspace 4. The development is located on an infill site. 5. The site is within area adequately served according to the adopted city-wide park master plan. a. Figure 3.3 and Figure 3.8 in the 2023 Parks, Recreation and Active Transportation Plan identifies this development in an area that is within a 10-minute walk of parks.) 6. The non-park open space required by Section 38.27.020.E, BMC provides structures for active recreation by residents of the development. a. Fitness room, bike racks, grills, dog run area, various seating opportunities, picnic table. 7. The acceptance of cash-in-lieu enables accomplishment of other City priorities such as infill, enhancement of existing parks to better serve the dedicating development and other users. 8.
