07 Affordable Housing Plan
The Guthrie at 5th and Villard Affordable Housing Plan The vision for The Guthrie at 5th and Villard housing is to create a vibrant, high quality and respecul affordable project near the downtown core. The development team recognizes the housing crisis in our valley and lack of obtainable workforce housing. In response, we have voluntarily offered to provide a minimum of 46 housing units within the R-5 zoning that are priced no greater than 80% of Area Median Income (AMI) per the U.S. Department of Housing and Urban Development (HUD) Income Limits. The plan is to provide the units dispersed amongst all four levels of the building and available for lease to applicants earning no more than 80% of AMI. All units in the project are studios, one-bedroom, and two-bedroom units for both affordable and market rate and receive the same ameni4es. A minimum of 46 units will be made available, which is over 50% of the total project. This will include (10) studio units, (29) 1-bedroom units and (7) 2-bedroom units. The 2024 HUD AMI calcula4ons for Galla4n County are listed below. As an example, income levels for prospec4ve tenants would not exceed $61,050 for studio unit, $69,800 for 1-bedroom unit, or $78,500 for 2-bedroom unit at the current affordability calcula4on. As an example, Because HUD determines 30% of Gross Household Income, as the basis for determining monthly rent, the monthly rent would not exceed $1,526 for a studio, $1,745 for a 1-bedroom household or $1,963 for a 2-bedroom household at the current affordability calcula4on. NOTE: The Income and rent amounts provided above are es4mates only and do not reflect the final income and rent determina4on. The Guthrie at 5th and Villard Affordable Housing Plan The developer will retain a third-party management company to manage the property as well as verifying the income for each poten4al applicant to ensure they meet the income restric4ons for those units. These qualifica4ons will be verified as part of the tenant applica4on process and annually at the 4me of lease renewals moving forward. Below is a list of required data provided for the affordable housing plan per Bozeman Municipal Code Sec$on 38.380.040.A.1: a. The Total number of affordable homes is a minimum of 46 units. Total number of market rate homes is 45 units. b. The Guthrie will provide affordable homes per Table 38.380.020-1. c. All affordable and market rate units are a mix of studios, 1-bedroom, & 2-bedroom units. Studios & 1 Bedroom units have 1 bedroom each. The 2-bedroom units have 2 bedrooms each. d. All affordable units will be offered for rental. e. See Sheet A0.14 for affordable unit loca4ons included at the end of this document. f. Each applicable AMI and rental prices will be: 1 Es4mated $61,050 for 1 person (studio unit) i. Es4mated rent $1,526 for a 1-person household 2 Es4mated $69,800 for 2 people (1 bedroom unit) i. Es4mated rent $1,745 for a 2-person household 3 Es4mated $78,500 for 3 people (2 bedroom unit) i. Es4mated rent $1,963 for a 3-person household The Guthrie at 5th and Villard Affordable Housing Plan g. The requested incen4ves from sec4on ‘38.380.030 – Incen4ves Available’ will be: 3.d. - No minimum on-site vehicle parking requirement, but bicycle parking standards and requirements of 38.540.050 still apply. The Guthrie provides 36 parking spaces for residents, although 0 spaces are required due to this incentive. There are 97 bicycle parking spaces provided; Sec 38.540.050 only requires 11 bicycles spaces. 3.f (2) – Section 38.510.030.E to J block frontage standards, provided that vehicle parking is prohibited between the front or side of a principal building and a public or private street; Section 38.510.030.J.2 specifies a 10’ setback between the sidewalk and face of residence. The Guthrie is using this incentive to relax this 10’ setback as the residential units that face the parking lot are only setback 9’ between the sidewalk and face of residence. 3.f (5) - Section 38.530.050 building detail standards; The windows on the furthest south façade are using this incentive to relax Sec 38.530.050.B which requires trim or other design treatment around windows. The windows on the east façade also noted below are located within a building feature of brick accent material. 38.380.040.2.c: Shared Ameni$es Access to shared ameni4es and services by residents of the affordable homes is the same as those in the market rate homes in the development. These ameni4es include: indoor and outdoor bike storage, parking, dog run, fitness room, lobby/lounge, conference room, trash and recycling, front porch with grills, shared laundry facili4es on 2nd and 4th floors, and TV lounge on 3rd floor. 38.380.040.E: This affordable housing plan will be included as a recorded wriKen agreement between the developer and city prior to Final Site Plan Approval.
