Attached is a summary of the recent meeting, 11//11/24, several residents of the MSU RPPDhad with Nic Foken, Parking Manager and Ben Bailey, Neighborhood Services.
In addition I have attached copies of MSU RPPD finance reports Nic presented to the
Transportation Board Advisory at meetings 8/24 & 9/25, 2024.--MSU RPPD Rev & Expenses

RE: MSU Residential Parking Permit District (RPPD) Finances
Summary of Meeting with Neighbors November 11, 2024
Nic and Ben, it was good to meet with you Friday, November 1. We appreciate getting together with you to
discuss neighbors’ concerns about MSU RPPDs. It will be good to continue discussions in the future.
We agreed that the MSU RPPD (Residential Parking Permit District) data on street occupancy &
revenue/expenses is incomplete & needs revising. It is important to have accurate information for the
Transportation Advisory Board & Bozeman City Commission to make informed policy recommendations for
MSU & BHS (Bozeman High School) RPPDs. Good to hear you will be updating the Transp. Advisory Board at
their December meeting about need to revise recent MSU RPPD reports & that they will be updated in 2025.
We discussed concerns about the reports given at the Transportation Advisory Board meetings
August 28 & September 25, 2024 which included:
• Street Occupancy data mentioned at the Transportation Board is not complete.
o The occupancy data by Walker consultants appear to have included some streets with no parking
zones & some streets not in the MSU RPPD.
o It is unclear what dates & number of samples the consultants used.
o It is encouraging that the newly installed (end of October 202 4) GPS location devices on
enforcement vehicles will help gather occupancy data multiple times a year a& on different days.
Ben, you thought more data would potentially be available in 6 months.
• RPPD Permit prices presented for Visitors Permits are $35 (not $11). Residential & Employee permits
are also $35.
Report listing the number of permits purchased is incorrect needs updating. Checking with just 18
households in MSU RPPD, 32 Visitor permits were purchased in 2024 = $1,120, well above the $688
listed for FY2024 & there are definitely more than 0 employee permits were purchased.
• Cost of running the RPPDs needs revising. It was presented that permit fees cover the full cost of
RPPDs. However, per Resolution #5495 approved by the City Commission on May 24, 2023, &
recommended by the transportation consultants & parking staff:
o Permit revenue covers only RPPD Administrative costs
o Citation revenue covers RPPD Enforcement costs
In order to calculate this, costs need to be listed as separate line items for Administrative expenses
(portion of time spent by parking finance clerk & parking manager, overhead, mailing etc.) The same is
needed for Enforcement expenses (portion of officer’s time, operation & maint. of vehicle, etc.).
For accuracy, enforcement time should only include time spent enforcing RPPD code violations, not
time spent enforcing other violations such as parking in a no parking zone and blocking driveways.
• Citation Revenue, from October 2023 to August 2024, & percent of time officer spends in MSU RPPD
presented to Transportation Board is unclear & needs review.
