THE NEW ENTRY STAIR & PORCH DESIGN WOULD MEET THE STANDARDS OF BMC 38.340.070 IN THE FOLLOWING WAYS: 1. INCREASE THE SAFETY OF THE ENTRY STAIR BY PROVIDING A LANDING AND OPEN STAIRS THAT MAKE CLEARING SNOW & ICE EASIER 2. INCREASE CURB APPEAL BY ADDING A DEFINING ARCHITECTURAL COMPONENT TO THE ENTRY WHICH WILL UTILIZE HIGH QUALITY AND DURABLE MATERIALS 3. BE HISTORICALLY APPROPRIATE FOR THE BUILDING AND SITE - PER THE SUGGESTION OF THE PLANNER REVIEWING THIS PROJECT, THE HOMES ON THE 200-221 BLOCK OF SOUTH 10TH WERE REFERENCED AS EXAMPLES OF HISTORICALLY APPROPRIATE "POST-WAR MINIMALIST" DESIGN. THE PORCH DESIGN WAS ALTERED TO REFLECT THAT MORE MINIMALIST DESIGN. THE REVISED DESIGN UTILIZES A WOOD STAIR AND PORCH, SIMPLE STEEL GAURDRAILS, AND A POST AND BEAM SUPPORTED AWNING REMINISCENT OF THOSE ON THE 200-221 BLOCK OF SOUTH 10TH. 4 THE SECRETARY OF THE INTERIOR'S STANDARDS FOR THE TREATMENT OF HISTORIC PROPERTIES: REHABILITATION AS A TREATMENT: REHABILITATION IS DEFINED AS THE ACT OR PROCESS OF MAKING POSSIBLE A COMPATIBLE USE FOR A PROPERTY THROUGH REPAIR, ALTERATIONS, AND ADDITIONS WHILE PRESERVING THOSE PORTIONS OR FEATURES WHICH CONVEY ITS HISTORICAL, CULTURAL, OR ARCHITECTURAL VALUES. STANDARDS FOR REHABILITATION: 1. A PROPERTY WILL BE USED AS IT WAS HISTORICALLY OR BE GIVEN A NEW USE THAT REQUIRES MINIMAL CHANGE TO ITS DISTINCTIVE MATERIALS, FEATURES, SPACES AND SPATIAL RELATIONSHIPS. RESPONSE:THIS PROPERTY WILL BE USED AS A SINGLE FAMILY RESIDENCE, AS IT WAS HISTORICALLY. 2. THE HISTORIC CHARACTER OF A PROPERTY WILL BE RETAINED AND PRESERVED. THE REMOVAL OF DISTINCTIVE MATERIALS OR ALTERATION OF FEATURES, SPACES AND SPATIAL RELATIONSHIPS THAT CHARACTERIZE A PROPERTY WILL BE AVOIDED. RESPONSE:NO REMOVAL OF DISTINCTIVE MATERIALS IS PROPOSED. THE EXISTING CONCRETE STAIRS TO BE REMOVED ARE NOT DOCUMENTED AS BEING A DISTINGUISHING CHARACTERISTIC OF THE PROPERTY. NO CHANGES TO SPACIAL RELATIONSHIPS ARE PROPOSED. 3. EACH PROPERTY WILL BE RECOGNIZED AS A PHYSICAL RECORD OF ITS TIME, PLACE AND USE. CHANGES THAT CREATE A FALSE SENSE OF HISTORICAL DEVELOPMENT, SUCH AS ADDING CONJECTURAL FEATURES OR ELEMENTS FROM OTHER HISTORIC PROPERTIES, WILL NOT BE UNDERTAKEN. RESPONSE:THE DESIGN OF THE ADDITION OF AN ENTRY LANDING AND AWNING WAS BASED ON OTHER ERA-APPROPRIATE EXAMPLES IN THE VICINITY, AS RECOMMENDED BY THE PLANNING DEPARTMENT. THE APPROPRIATE STYLE WAS DESCRIBED TO BE POST-WAR MINIMALIST AND IS DEFINED IN THIS DESIGN BY THE RECTILINEAR FORM, SIMPLE CONVENTIONAL CONSTRUCTION AND LACK OF INTRICACY OR IRRELEVANT DETAILS. 4. CHANGES TO A PROPERTY THAT HAVE ACQUIRED HISTORIC SIGNIFICANCE IN THEIR OWN RIGHT WILL BE RETAINED AND PRESERVED. RESPONSE:THE PROPERTY IS NOT DOCUMENTED AS HAVING ANY HISTORIC SIGNIFICANCE, BUT EVEN SO NO CHANGES TO THE EXISTING BUILDING ARE PROPOSED ASIDE FROM THE PORCH ADDITION. 5. DISTINCTIVE MATERIALS, FEATURES, FINISHES, AND CONSTRUCTION TECHNIQUES OR EXAMPLES OF CRAFTSMANSHIP THAT CHARACTERIZE A PROPERTY WILL BE PRESERVED. RESPONSE:YES, AS THERE ARE NOT ANY CHANGES TO THE EXISTING BUILDING BEING PROPOSED. 6. DETERIORATED HISTORIC FEATURES WILL BE REPAIRED RATHER THAN REPLACED. WHERE THE SEVERITY OF DETERIORATION REQUIRES REPLACEMENT OF A DISTINCTIVE FEATURE, THE NEW FEATURE WILL MATCH THE OLD IN DESIGN, COLOR, TEXTURE AND, WHERE POSSIBLE, MATERIALS. REPLACEMENT OF MISSING FEATURES WILL BE SUBSTANTIATED BY DOCUMENTARY AND PHYSICAL EVIDENCE. RESPONSE:THE ONLY FEATURE WE ARE PROPOSING TO REMOVE ARE THE CONCRETE ENTRY STAIRS, WHICH ARE NOT DEEMED TO HAVE ANY HISTORIC SIGNIFICANCE AS A FEATURE TO THIS HOUSE. 7. CHEMICAL OR PHYSICAL TREATMENTS, IF APPROPRIATE, WILL BE UNDERTAKEN USING THE GENTLEST MEANS POSSIBLE. TREATMENTS THAT CAUSE DAMAGE TO HISTORIC MATERIALS WILL NOT BE USED. RESPONSE:NOT APPLICABLE 8. ARCHEOLOGICAL RESOURCES WILL BE PROTECTED AND PRESERVED IN PLACE. IF SUCH RESOURCES MUST BE DISTURBED, MITIGATION MEASURES WILL BE UNDERTAKEN. RESPONSE:NOT APPLICABLE 9. NEW ADDITIONS, EXTERIOR ALTERATIONS, OR RELATED NEW CONSTRUCTION WILL NOT DESTROY HISTORIC MATERIALS, FEATURES, AND SPATIAL RELATIONSHIPS THAT CHARACTERIZE THE PROPERTY. THE NEW WORK WILL BE DIFFERENTIATED FROM THE OLD AND WILL BE COMPATIBLE WITH THE HISTORIC MATERIALS, FEATURES, SIZE, SCALE AND PROPORTION, AND MASSING TO PROTECT THE INTEGRITY OF THE PROPERTY AND ITS ENVIRONMENT. RESPONSE:THE NEW WORK WILL BE DIFFERENTIATED FROM THE OLD AS IT IS A CLEAR ADDITION AND INTRODUCES A SIMPLE BUT MODERN STEEL RAILING AND POSTS, BUT WILL BE APPROPRIATE TO THE EXISTING STRUCTURE DUE TO ITS SIMPLE RECTILINEAR FORM AND LOW PROFILE SCALE, EMPHASING THE HORIZONTAL EXPRESSION OF THE EXISTING BUILDILNG AND UTILIZING SIMPLE FRAMING TECHNIQUES FOR THE STAIR AND LANDING. 10. NEW ADDITIONS AND ADJACENT OR RELATED NEW CONSTRUCTION WILL BE UNDERTAKEN IN SUCH A MANNER THAT, IF REMOVED IN THE FUTURE, THE ESSENTIAL FORM AND INTEGRITY OF THE HISTORIC PROPERTY AND ITS ENVIRONMENT WOULD BE UNIMPAIRED. RESPONSE:SINCE THERE IS NO DEMOLITION PROPOSED TO THE EXISTING STRUCTURE, IT WOULD BE VERY EASY TO REMOVE THE PORCH WITHOUT LOSING THE FORM AND INTEGRITY OF THE EXISTING STRUCTURE.
