Nov 19, 2024, 10:45 am To: Bozeman City Commission Subject: Commission meeting, Nov 19, Agenda item J.1: Work Session on Bozeman Local Landmark Project/Program The following comment is from me as an individual Bozeman resident. In this comment, I focus on the following recommendation in the Initial Guidance Report on pdf page 7 under the heading Policy Conversations: "Repeal and replace the design guidelines for Historic Preservation & the NCOD to provide more clarity for new development in particular in coordination with the Unified Development Code (UDC). As part of this update, revisit the requirements for Certificates of Appropriateness (COA); consider revising to Certificate of Approval. Incorporate considerations of sustainability and climate resilience." This statement is unacceptably ambiguous because it could lead to the City of Bozeman (City) inadvertently or intentionally (1) eliminating all of the City's existing historic preservation design guidelines, (2) eliminating the City's existing requirements for a Certificate of Appropriateness (COA), and (3) gutting or eliminating the NCOD. Consequently, I ask that this recommendation be (1) deleted from the report or (2) rewritten to explicitly state what consultant and City are intending to do re to the existing historic preservation design guidelines, the existing COA, and the existing NCOD.
