There will also be time in conjunction with each agenda item for public comment relating to that item but you may only speak once per topic. STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the community in city government, innovating methods for inviting input from the community and stakeholders. BACKGROUND:In accordance with Commission Resolution 5323 and the City of Bozeman's Citizen Advisory Board Manual, all Boards must have minutes taken and approved. Prepared minutes will be provided for approval by the board at the next scheduled meeting. Staff will make any corrections identified in the minutes before submitting them to the City Clerk's Office. G) 01:42:21 Adjournment This board generally meets on the second Wednesday of the month 6:00 pm to 8:00 pm. 5 Memorandum REPORT TO:Sustainability Board FROM:Natalie Meyer, Sustainability Program Manager Jon Henderson, Assistant City Manager SUBJECT:Electric Vehicle (EV) Public Charging Pilot Project Work Session MEETING DATE:November 13, 2024 AGENDA ITEM TYPE:Policy Discussion RECOMMENDATION:Receive information from the presenters and discuss and advise on the staff recommendation. STRATEGIC PLAN:6.3 Climate Action: Reduce community and municipal Greenhouse Gas (GHG) emissions, increase the supply of clean and renewable energy; foster related businesses. BACKGROUND:Transportation-related emissions are an increasing portion of the City's greenhouse gas emissions. The 2022 Greenhouse Gas Emissions Inventory reports that on-road gas and diesel vehicles contribute 22% of total emissions. In addition, vehicle emissions are harmful to local air quality and can aggravate asthma, emphysema, and bronchitis, especially in children and the elderly. The Bozeman Climate Plan prioritizes Solution J. Increase Walking, Bicycling, Carpooling and Use of Transit as the first solution to reducing vehicle-related emissions. By 2050, the Climate Plan calls for 10.2 million gallons of gasoline to be reduced through active and multi-modal transportation. These efforts are led by the City of Bozeman's Transportation and Engineering Department through infrastructure investments and transportation demand management programming. To complement these efforts, the Bozeman Climate Plan identifies Solution K. Decrease Direct Vehicle Emissions through efficiency and alternative fuel vehicles. By 2050, the Climate Plan calls for 10.6 million gallons of gasoline to be reduced primarily through cleaner and more efficient Electric Vehicles (EVs). Electric vehicles have proven to be a viable option for many Bozeman drivers and are increasingly economical. While charging at home is preferred by most EV drivers, charging infrastructure can be limited in multi-family housing, and supplemental charging is needed for long-distance commutes and travel. Jesse Therien, Project Manager with the Yellowstone Teton Clean Cities will 6 provide an overview of EV charging basics and address common questions. Sustainability Program Manager, Natalie Meyer, will then present the proposed plan to initiate an EV charging station pilot for publicly available charging at City facilities. The presentation will include background information on existing charging infrastructure, a proposed charging solution, and a cost-neutral economic model. Sustainability Advisory Board members will be asked to receive the information and provide discussion, advice, and direction. At a subsequent meeting, staff will return to the Sustainability Advisory Board to consider a resolution of support. UNRESOLVED ISSUES:Estimated charging rates will be pending until the completion of engineering design. ALTERNATIVES:As suggested by the Advisory Board. FISCAL EFFECTS:The proposed EV charging station pilot will include user fees resulting in a cost-neutral public service. STRATEGIC PLAN:7.1 Values-Driven Culture: Promote a values-driven organizational culture that reinforces ethical behavior, exercises transparency and maintains the community’s trust. BACKGROUND:The City Charter was approved by the citizens in 2006 and became effective in 2008. According to Charter requirements, the City is required to establish standards and guidelines for conduct and provide annual trainings for all representatives of the City to avoid the use of their public position for private benefit.
