Neighborhood Council. There will also be time in conjunction with each agenda item for public
comment relating to that item but you may only speak once per topic.
Please note, the Board cannot take action on any item which does not appear on the agenda. All
persons addressing the Board shall speak in a civil and courteous manner and members of the
audience shall be respectful of others. Please state your name and place of residence in an audible
tone of voice for the record and limit your comments to three minutes.

October 10, 2024
A) 00:03:23 Call meeting to order - 4:30 p.m.
Caitlin Quisenberry introduced herself and shared the location of the Neighborhood Association.
Matt, Chris, Alison, Cythnia, Emily T, Mark, Kathy R. Brad, Joey, and Emily K. introduce themselves.

Pam Bode introduced Cooper Park steering committee members. CPNA formed around 2016 and has
recently revitalized to be an active neighborhood association. The committee will meet soon to officially
decide on an INC rep.
Daniel Carty said he is pleased that INC will be active in the UDC process and to encourage everyone to
be involved in engagement.

Captain Steven Thime shared the history of some growth in Bozeman over the last 15 years. He shared
about the two questions on the ballot. He shared about where the 4th fire station will be and what area
it will service. He shared that current response time is 10 minutes which is below the national standard
response time of 6 minutes.
Chief Veltkamp shared that the need for more officers is because of the growth in Bozeman. He shared
about hiring 3-4 officers over the next 5 years. He shared about proactive and reactive policing. He
shared that the levy would enable the police department to establish a traffic unit and address the
dangerous driving that many residents have concerns about. Additionally, it will allow them to
investigate all crimes properly and improve response times. He shared the monthly cost for the average
single-family homeowner if the levy and bond pass.
Matt asked about the funding. Chief talked about timing, impact fees, and how much can be taxed.
Alison asked about TIF districts. Chris expressed her thanks. Mark also thanked the Chief and Captain
and their teams for their service. He shared his concerns for the safety in Bozeman. Alison asked about
the ballot language. She also talked about the outcomes from Tuesday's Commission meeting regarding
urban camping. She asked about training for mental health training and de-escalation and asked about
neighborhood services. Emily T. asked about the partnership with MSU. She asked about what happens
if the ballot measure doesn't pass. Captain Thime shared about the continued excellence in service.
Mark asked about response to potential future disasters, such as a flood. Chief said the additional
staffing will help training for these large disasters.

Emily K. talked about upcoming engagement opportunities at the City. Staff are planning UDC
engagement events and an open house is schedule for October 17 for the W. Babcock reconstruction
project.
F.4 01:26:00 Commission Liaison Update
Deputy Mayor Morrison cautioned about letting folks from the audience asked questions.
He shared about Commission updates about those parking in the right of way. He shared the
Commission schedule over the next couple weeks including the joint meeting with the County. The UDC
engagement plan is approved and engagement opportunities.

Cynthia shared about a the successful BCNA event.
Caitlin Quisenberry shared that VUNA had their meeting and will meet again.
Matt talked about traffic safety concerns and traffic.

Chris talked about their neighborhood meeting that Nick Ross joined. She shared about the parade of
sheds.
Kath talked about traffic circles being taken away, the farmers market, and that things have been
generally quiet.
Alison shared that Jandt neighbors do want to attend the open house for the W. Babcock project. She
encouraged everyone else to attend. She asked for an in-person event with a Commissioner for UDC.
Joe shared about their neighborhood get together. No big complaints right now!
Emily shared that Midtown will have a fall meeting.
Rick shared that CPNA is starting to organize.
Mark shared about Bogert place. He shared concerns about closing the loop. He met with the mayor
about Bozeman Creek. He shared that he is also now a full-time student in addition to working full time.
Kathy talked about the UNA annual meeting coming up on Oct 24. They are inviting MSU to talk about
construction.
Brad shared that BCAN has been quiet, but they are having their meeting November 6.
Emily T. shared about communications tools and a survey that we will be send out. We are interested in
getting a baseline level of communication tools.
