EXECUTIVE SUMMARY The Fowler South Development is a 20.518-acre residential project planned south of Stucky Road in the southwest portion of Bozeman, Montana. The project will include 312 residential units, 671 parking spaces, and five garage structures. At full build-out, the project would produce up to 2,103 new daily vehicle trips at this location. As proposed, the Fowler South Development would add to the anticipated traffic concerns along Stucky Road north of the development. The intersection capacity of the study intersections and LOS will be acceptable. However, the traffic from the combined projects in this area will warrant the installation of left-turn deceleration lanes at the intersections of Stucky Road with Fowler Lane and 27th Avenue with Fowler Lane to function safely with the combined traffic volumes. The reconstruction of Stucky Road from 19th Avenue to Fowler is currently included in the Bozeman CIP for 2028 (SIF191 - $3,360,000). Based on the current high traffic volumes on Stucky Road and the planned residential projects in this area, it may be necessary to upgrade Stucky Road prior to 2028 to ensure safety and mobility through this area. The regional stakeholders (Gallatin County, City of Bozeman, local developers) should coordinate to create a plan to reconstruct Stucky Road to improve the overall capacity of this road and include turning lanes at the major intersections as recommend in the 2017 Bozeman Transportation Master Plan (MSN-16). B. PROJECT DESCRIPTION This document studies the possible effects on the surrounding road system from a proposed residential apartment complex within the City of Bozeman located south of Stucky Road and east of Fowler Lane, southwest of Bozeman in Gallatin County, Montana. The document provides information regarding the possible traffic impacts in the area and identifies mitigation efforts that the project may require. The development would include 312 multi-family residential units. C. EXISTING CONDITIONS The proposed development property includes a 20.518-acre parcel of agricultural land located 0.12-miles south of Stucky Road in the southwest portion of Bozeman, Montana. The property currently consists of an existing single-family residence and vacant farmland. The surrounding area is comprised of a mix of developing residential subdivisions and undeveloped properties. See Figure 1 for a location map of the proposed development. Fowler South Development Traffic Impact Study Bozeman, Montana Abelin Traffic Services 2 August, 2023 Adjacent Roadways Stucky Road is a two-lane east/west major collector route which extends west from South 19th Avenue and connects to South Cottonwood Road two miles to the west. West of the intersection with 27th Avenue, Stucky Road is classified as a minor collector and serves a developing rural residential area and subordinate cross streets. The road is comprised of a two- lane rural cross-section having a paved width of 25 feet. The posted speed limit on Stucky Road is 40 MPH. The data collected by ATS in June 2023 indicates that Stucky Road carries 8,055 VPD. Figure 1- Proposed Development Site 27th Avenue is a north/south local access route that extends south from a STOP controlled T- intersection with Stucky Road. The road is designated as a collector route within the Bozeman Transportation Master Plan. The road provides access to residential developments within the City of Bozeman, rural residential areas, and agricultural properties in the immediate area. The road has a paved width of 22 feet from the intersection with Stucky Road south. The typical section transitions to include curb-and-gutter from Apex Drive south to Graf Street. The road has a posted speed limit of 25 MPH and overhead night-time illumination. 27th Avenue widens to about 40 feet (City of Bozeman collector street standard) approximately 100 feet north of its intersection with Cielo Drive to include a bike lane and a two-way left-turn lane (TWLT). = Intersection Study Fowler South Development = Volume Count Fowler South Development Traffic Impact Study Bozeman, Montana Abelin Traffic Services 3 August, 2023 The intersection with Graf Street is controlled by an all-way STOP with dedicated left-turn lanes. The traffic data gathered by ATS collected in June of 2023 indicates that the road currently carries 930 VPD. Bennett Boulevard is an east/west rural local access street that extends east and west from 27th Avenue and provides access to rural residential properties. The road has a two-lane cross- section and a paved width of approximately 30 feet. Bennett Boulevard is under STOP control at the intersection with 27th Avenue. The traffic data gathered by ATS collected in June of 2023 indicates that the road currently carries 200 VPD. Fowler Lane is a north/south rural local road that extends south from a STOP controlled intersection with Stucky Road and provides access to rural residential and agricultural properties in the Gallatin Valley. The road is designated as a minor arterial route within the Bozeman Transportation Master Plan. It is comprised of a 25-foot gravel surface, having a posted speed limit of 35 MPH. The traffic data gathered by ATS collected in June of 2023 indicates that the road currently carries 280 VPD. Traffic Data In June of 2023, Abelin Traffic Services (ATS) collected traffic data at area intersections to evaluate current operational characteristics. The data included peak hour turning movement counts at the intersections of Stucky Road with Fowler Lane and 27th Avenue, Bennett Drive and 27th Avenue, and Graf Street and 27th Avenue, along with 24-hour volume counts on Fowler Lane, Stucky Road, Bennett Drive, and 27th Avenue. The raw traffic data is typically adjusted for seasonal variation in accordance with the data collected from MDT’s permanent traffic data located on US 191 south of Gallatin Gateway (Station W-107). This count station data indicated that data collected on June 21st, 2023, was approximately 112% of the Average Annual Daily Traffic (AADT) in this area. To provide a more conservative analysis no adjustment factors were used. The raw traffic data is included in Appendix A of this report. To confirm the relatively high traffic volumes along Stucky Road collected in June of 2023, ATS collected data again in September of 2023 to ensure that the June traffic volumes were not an anomaly caused by road construction in the area. The September data recorded over 8,500 VPD on Stucky Road over three days, which was higher than the data recorded in June of this year. The new count also included vehicle speed data for Stucky Road. The average vehicle speeds on this section of Stucky Road were 44 MPH with an 85th percentile speed of 49 MPH where are significantly above the 40 MPH posted speed limit. Historic Traffic Data Abelin Traffic Services collected historic traffic data from the Montana Department of Transportation (MDT) for the surrounding road system to help develop short-term background growth rates for the area. Collectively, the information indicates that the traffic volumes in the Fowler South Development Traffic Impact Study Bozeman, Montana Abelin Traffic Services 4 August, 2023 area have been relatively stable. The MDT data suggests South 19th Avenue to the south of Bozeman has experienced 4 percent growth over the past 9 years. It should also be noted that the MDT traffic data for Stucky Road indicates an ADT volume of only 3,700 VPD in 2020 while the new data collected by ATS in 2023 suggested the road carried more than 8,000 VPD along the same section. While the MDT traffic data is generally reliable, this section of road may not be represented accurately within the database. This evaluation was conducted in accordance with the procedures outlined in the Transportation Research Board’s Highway Capacity Manual 7th Edition: A Guide for Multimodal Mobility Analysis and the Highway Capacity Software (HCS) version 8.2. Intersections are graded from A to F representing the average delay that a vehicle entering an intersection can expect. Typically, a LOS of C or better is considered acceptable for peak-hour conditions. Table 2 shows the existing 2023 LOS for the AM and PM peak hours without additional traffic from the proposed development. The LOS calculations are included in Appendix C. The table shows that the existing STOP controlled intersections in this area are currently operating within acceptable limits. The intersections of Stucky Road with Fowler Lane and 27th Avenue are experiencing typical levels of vehicle delay which currently does not require mitigation. The intersections of Bennett Boulevard and Graf Street with 27th Avenue have relatively low traffic volumes and are experiencing minimal delays. Area Crash Data ATS reviewed crash data from MDT’s public crash site to report the conflict experience within the study area over the 5-year period from (2017-2021). This database provides insight to identify crash trends which may point to potential geometric, traffic control, and roadway characteristic deficiencies. Crashes are expressed as a rate of crashes per million vehicles entering (MVE) an intersection or per million vehicle miles traveled (MVMT) along a given segment. Crash rates at rural and urban intersections in Montana typically range from 0.5 to 1.5 crashes per MVE. The 5-year data set indicated that nine crashes were reported within the study area. Six of those crashes occurred at the intersection of Stucky Road with Fowler Lane, 0.40 crashes per MVE; and three non-junction crashes were reported on Stucky Road east of Fowler Lane, 0.2 crashes per MVMT, and one non-junction crash was reported on Fowler Lane south of Stucky Road, 3.91 crashes per MVMT. There were no definable trends pinpointing a correctable condition based on this data. Additional Developments The Buffalo Run development is currently planned east of Fowler Lane at Kurk Drive. This project will include 237 residential dwelling units. Access to the site will be from an extension of Kurk Drive west to Fowler Lane. The project will produce 1,200 VPD on the surrounding road system at full buildout. Fowler Lane is proposed to be paved to a two-lane County standard from Blackwood Road north to Stucky Road, and a half section of 27th Ave between Kurk Drive and Graf Street will be constructed to a full collector section with the development of Buffalo Run. The projected traffic from the Buffalo Run development was included in the future traffic modeling for this project. The Cielo Subdivision is currently under construction west of 27th Avenue north of Graf Street. The development will ultimately include approximately 394 multi-family residential units and will be constructed in phases over the next ten years. The project will include the construction Fowler South Development Traffic Impact Study Bozeman, Montana Abelin Traffic Services 6 August, 2023 of many of the adjacent roads and will eventually extend Graf Street to Fowler Lane. The projected traffic from the Cielo Subdivision was included in the future traffic modeling for this project. Multi-Modal Facilities This area of Bozeman currently has no pedestrian or bicycle facilities except for those which have recently been constructed adjacent to the new developments on the adjacent roads. Many of these road sections will ultimately have paved sidewalks as the areas are constructed and the properties are developed. The Bozeman Streamline Bus does not currently serve this area. D. PROPOSED DEVELOPMENT The development to be constructed on this site includes 20.518 acres of land located in Section 23, Township 02 South, Range 05 East; south of Stucky Road which would be developed into a residential apartment project. At full build-out, the development will comprise of seven 36-plex units and five 12-plex units totaling 312 two-bedroom apartments plus 5 garage structures. Access to the development would be provided via extensions of Bennett Boulevard and Apex Drive to Fowler Lane. The project will construct the surrounding roads to the City of Bozeman standards and will include boulevard sidewalks and on-street parking. Visibility onto Fowler Lane from the proposed access locations is unrestricted. The Fowler South development site plan is shown in Figure 2. The development is expected to be completed in multiple phases within the next three years. E. TRIP GENERATION AND ASSIGNMENT ATS performed a trip generation analysis to determine the anticipated future traffic volumes from the proposed developments using the trip generation rates contained in Trip Generation (Institute of Transportation Engineers, Eleventh Edition). These rates are the national standard and are based on the most current information available to planners. A vehicle “trip” is defined as any trip that either begins or ends at the development site. ATS determined that the critical traffic impacts on the intersections and roadways would occur during the weekday morning and evening peak hours. According to the ITE trip generation rates, at full build-out the development would produce 125 AM peak hour trips, 159 PM peak hour trips, and 2,103 daily trips. See Table 3 for detailed trip generation information. TRIP DISTRIBUTION The traffic distribution and assignment for the proposed site was based upon the existing ADT volumes along the adjacent roadways and peak-hour volumes. The development will be primarily accessed from Stucky Road. Current traffic volumes suggest that most traffic will distribute onto Stucky Road with the traffic heading east and west towards Bozeman (19th Avenue) and Cottonwood Lane, respectively. The traffic is expected to be distributed onto the surrounding road network as shown in Figure 3. Figure 3 – Peak-Hour Trip Distribution G. TRAFFIC IMPACTS OUTSIDE OF THE DEVELOPMENT Using the trip generation and trip distribution numbers, ATS determined the future Level of Service (LOS) for the area intersections. The anticipated intersection LOS with the proposed development is shown in Table 4. The table indicates that the construction of the Fowler South Development will not create roadway capacity issues at the study intersections. All adjacent intersections will function at LOS C or better with the planned projects in this area. No roadway modifications are needed to improve intersection capacity with these projects. The expected traffic volume increases on Stucky Road will be 400 VPD to the west of Fowler Lane, 500 VPD between Fowler Lane and 27th Avenue, and 1,400 VPD east of 27th Avenue. The total traffic volumes along Fowler Lane will reach 1,500 VPD with the Fowler South Development and the other planned projects in this area (Buffalo Run and the Cielo Subdivision). ATS also reviewed the left- and right-turn lane warrants for the intersection of Stucky Road with 27th Avenue and Fowler Lane based on the recommended practices from the MDT Road Design Manual. Stucky Road currently has a 25-foot rural cross-section for most of its length. Based on the data collected by ATS, the road carries approximately 8,000 VPD, which is near the upper limit of recommended traffic volumes for two lane roads. The traffic volume analysis indicates that the installation of a left-turn deceleration lane will be warranted on Stucky Road at 27th Avenue and Fowler Lane with the planned projects in this area. The turn-lane warrant calculations are included in Appendix D of this report. The need for widening Stucky Road was identified in the 2017 Bozeman Transportation Master Plan. The plan recommends reconstructing and Widening Stucky Road from the intersection with South 19th Avenue, west to the intersection with Gooch Hill, to a three-lane urban collector roadway (MSN-16). This reconstruction recommendation was based on the estimated future traffic volumes for these sections of Stucky Road. The estimated cost for this reconstruction project is $9,000,000. Reconstructing Stucky Road from 19th Avenue to Fowler is currently included in the Bozeman CIP for 2028 (SIF191). The estimated cost for reconstructing this section of Stucky Road is $3,360,000). Based on the current high traffic volumes on Stucky Road and the planned residential projects in this area, it may be necessary to upgrade Stucky Road prior to 2028 to ensure safety and mobility through this area. Fowler South Development Traffic Impact Study Bozeman, Montana Abelin Traffic Services 10 August, 2023 Long Range Traffic Projections The 2017 Bozeman Transportation Master Plan projects traffic conditions on roadways throughout Bozeman through 2040 and considers all anticipated land development projects which are expected to occur in this area of Bozeman over the next 25 years. The Bozeman Transportation Master Plan suggests that traffic volumes on Stucky Road will increase to 8,000 VPD to 12,000 VPD and the V/C on Cottonwood Road will be 1.0. Based on the traffic volume data collected by ATS in June of 2023, Stucky Road is already hitting these projected road volumes and the reconstruction of Stucky Road may be currently necessary. Based on the fact that Stucky Road is already reaching the projected 2040 traffic volumes contained in the transportation plan, there is no good method to project future growth in this area to 2040. The traffic volumes may stabilize in this area once the planned development projects are complete and the additional road connections are made to the north and east or traffic volumes may continue to increase as additional sections are developed. Although the projected near-term LOS for Stucky Road and Fowler Lane is acceptable with the construction of the planned projects in this area through 2026, it is likely that the intersection will require the development of a traffic signal or roundabout to function through 2040 if additional areas near Folwer Lane are developed in the future.
