Project Narrative for Compass Apartment:
Introduction
Kohout Development is proposing to develop and construct a 112-unit residential apartment building. The proposed
building will be located at the intersection of North 27th Avenue and Tschache Lane. The land is owned by Bozeman
Apartment Holdings LLC. Jamison Kohout is a partner and the owner’s representative.
Our team is endeavoring to build a new and vibrant market-rate apartment. The project will include outdoor amenities
such as an outdoor play area, roof-top patio, community patio, and a dog park.
Residents will enjoy heated garage parking, in-unit laundry, upscale finishes like granite counters and stainless
appliances. There will be a fitness center, a community room, bike storage and a package center with security cameras
to accommodate their ecommerce deliveries. Unit types will include a wide variety ranging from studio apartments to
two- bedroom and two-bathroom suites.
Community Benefit
Compass will bring a desirable market rate apartment option to Bozeman. A recent market study provided by CBRE
indicates a continued growth in housing demand in the area, particularly a need for multifamily apartments.
Zoning and Land Use
Zoning
The current zoning for the site is R5, which is designated for high-density apartment use.
Building Size
The proposed building will have at-grade parking with four floors of living space above it and one floor of living space
surrounding it on the street side. The foundation to include garage and first floor apartments will be 40,896 square feet
while the four apartment floors above will combine for 102,104 square feet. The total building square footage will be
143,000 square feet.
Unit Mix
Compass will offer 26 studios, 33 one-bedroom, and 53 two-bedroom apartments.
Construction Details
Building Floorplan Notes / Layout
The first floor incorporates a heated garage and first floor living units along with a community patio and lounge. The second
floor offers a fitness center with yoga room. Some second-floor units will have walkout decks over the first floor living
units. The third and fourth floor will be mostly reserved for living units but will include storage area. The fifth floor features
a roof-top patio and community room.
Exterior Finishes
The exterior will have a variety of materials. In addition to manufactured stone or brick, hardboard siding in varying design
and textures will give our project a modern, but still timeless appeal. The roof will be finished with architectural asphalt
shingles.
Parking
Our site plan includes 71 stalls of garage parking, 67 surface parking stalls, and 16 on-street parking stalls for a total of 154
parking spaces.
Additional Comments Related to the site plan review
SITE
• Open Space A is now owned by Bozeman Apartment Holdings LLC.
PLAT
• A corrected plat is provided to resolve the comment about development restrictions.
WATER RIGHTS
• The DNRC has a moratorium and backlog of issuing pre-determination letters. The development is requesting an
option to place the estimated $83,328 CILWR fee in escrow with the City of Bozeman while the project waits for an
opportunity to get a pre-determination letter. In the event a well is approved and installed the developer would
request release of the related escrow.
PARKS
• In review of Sec 38.420.010 and Sec 38.420.030 the developer requests a CILP for park dedication. The project is R-
5 with density exceeding 12 units per acre and cannot readily add land for park use. There is a city park within 300
feet of the proposed project (Rose Park). We anticipate a CILP fee of $90,038 per conversation with staff.
AFFORDABLE HOUSING
• Compass Apartments is intending to serve the market rate housing needs of Bozeman. We are not applying for any
affordable housing subsidies that may be available at this time.
TRAFFIC IMPACT
• A traffic study was conducted in January of 2024. The study concluded that our proposed project would have
“minimal impact on area traffic operations”.
ARCHITECTURAL AND LANDSCAPE
• Building Placement: Building setbacks are based on the minimum setbacks prescribed by 38.320.020.F which are
more restrictive than the landscape minimum setback.
• Building Entrances: Entries have canopies to provide visible ques for a building entrance.
• Facade Transparency: All facades meet the minimum 15 transparency requirement. See calculations on Sheet
A501. Also, see Attachment A for an example of the windows that show full transparency with no glazing, tinting,
etc.
• Weather protection: All entrances have a min. 3'-0" overhang.
• Parking Location: Parking was placed along the least busy road (N. 25th Ave.) as discussed in the Concept meeting.
Single-story units were placed along the garage side of N. 27th Ave and Breeze Lane to shield the parking structure
as discussed in the Concept meeting.
• Sidewalk Width: All sidewalks are minimum 5'-0", except the sidewalk adjacent to the north leg which is 7'-0" to
comply with 38.520.040.D.3.
• Landscape: The area between the street and building is landscaped, as well as private porch or patio space, and
pedestrian-oriented space, see L1.0 Landscape Plan. Low level landscaping that maintains views between the
building and the street has been provided, including a variety of native and low water use plantings that add both
interest, variety, and value. Street trees have been incorporated into the boulevards, where applicable, in addition
to low water use groundcovers.
We want to thank the City of Bozeman’s administrative staff for their continued review and comments related to this
application.
We look forward to the potential of breaking ground on this exciting project in 2024.
