STRATEGIC PLAN:4.5 Housing and Transportation Choices: Vigorously encourage, through a wide variety of actions, the development of sustainable and lasting housing options for underserved individuals and families and improve mobility options that accommodate all travel modes. BACKGROUND:The Transportation Alternatives (TA) program provides federal funding for bicycle, pedestrian, and related transportation infrastructure. In Montana, TA funds are allocated both statewide and to urbanized areas with populations over 50,000. The Gallatin Valley Metropolitan Planning Organization (GVMPO) will manage approximately $1,399,044 in TA funds for Bozeman’s urbanized area during the next application period. Projects in Belgrade and Gallatin County will continue to apply for statewide funding. GVMPO will create a competitive application and scoring process for projects within Bozeman’s urbanized area. The Montana Department of Transportation (MDT) has set their application window from January 10, 2025, to April 9, 2025, and recommends GVMPO align with this schedule for efficiency. However, GVMPO retains the flexibility to set its own timeline if necessary. Policy-makers will receive updates and have opportunities to provide input as the process progresses. Report compiled on: October 16, 2024 7 Memorandum REPORT TO:Gallatin Valley MPO - Transportation Policy Coordinating Committee FROM:Jeff Butts, MPO Manager SUBJECT:Long Range Transportation Plan (LRTP) Scope of Work (SOW) Progress Report MEETING DATE:October 23, 2024 AGENDA ITEM TYPE:Administration RECOMMENDATION:Discuss the Long Range Transportation Plan (LRTP) Scope of Work (SOW) progress. STRATEGIC PLAN:1.3 Public Agencies Collaboration: Foster successful collaboration with other public agencies and build on these successes. BACKGROUND:The Gallatin Valley Metropolitan Planning Organization (GVMPO) is federally mandated to adopt a Long Range Transportation Plan (LRTP) by December 2026. This plan will shape future transportation priorities and investment decisions within the GVMPO Metropolitan Planning Area (MPA). The draft scope of work (SOW), currently under review by the Transportation Technical Advisory Committee (TTAC), incorporates prior committee feedback. GVMPO staff is also collaborating with the Urban Transportation District (UTD) to develop the transit-focused section of the plan. GVMPO staff proposes utilizing the existing committee structure to oversee the LRTP's development, with potential input from a community advisory group at key milestones. Using this structure, TTAC could receive consultant updates every two months, and the Transportation Policy Coordinating Committee (TPCC) could be updated every three months. The UTD board will play a significant role in shaping the transit section. If a community advisory group is formed, they would meet at major milestones. An RFP is planned for December, with proposals scored in January. Staff is seeking feedback on the proposed structure, and the TPCC will be asked to approve the final SOW. UNRESOLVED ISSUES:None. STRATEGIC PLAN:1.3 Public Agencies Collaboration: Foster successful collaboration with other public agencies and build on these successes. BACKGROUND:Work activities and accomplishments from Gallatin Valley Metropolitan Planning Organization (GVMPO) staff since the last meeting include the following: Final UPWP Approval: The Federal Highway Administration (FHWA) has approved the Unified Planning Work Program (UPWP). As of October 1, all eligible activities outlined in the UPWP are eligible for federal reimbursement. GVMPO staff is coordinating with the city of Bozeman Finance Department and the Montana Department of Transportation (MDT) to ensure proper accounting and compliance for future reimbursement requests. Continuous Count Stations (CCS): The Transportation Technical Advisory Committee (TTAC) has selected two locations for Montana Department of Transportation (MDT) to install Continuous Count Stations: Jackrabbit Lane at East Valley Center Road and Baxter Lane at Love Lane. These stations will enhance transportation modeling and provide valuable data for future planning efforts as part of a statewide MDT effort. Additionally, the UPWP includes funding for two more CCS locations, which TTAC will identify in the coming months. Montana Association of Planners (MAP) Conference: The MPO Manager attended the three-day Montana Association of Planners (MAP) conference in Lewistown, joining planners from across Montana and nearby Canadian communities along the Montana border. This was the first MAP conference held as an official chapter of the American Planning Association (APA). Montana Department of Transportation (MDT) Safety Meeting: The MPO Manager attended a two-day MDT Vision Zero transportation safety meeting in Helena with inter-disciplinary professionals and activists from across the state, focused on reducing traffic fatalities and severe crashes. 10 MDT/MPO/Transit Meeting: While in Helena, staff participated in a quarterly meeting with MPO managers, transit directors, and MDT leadership to share updates and discuss ongoing projects in other Metropolitan Planning Areas (MPAs) across Montana.
