Dear Blake Bernard,
Northwestern Energy is willing and able to provide electric and gas service to the Turnrow Subdivision
Phase 1*. These services can be provided in accordance with applicable Montana Public Services rules
and regulations and the current Northwestern Energy tariff schedule.
*Gas supply will be provided from a new district gas regulator station constructed in the northwest corner
of the Turnrow development at an agreed upon location. Power supply will come from a relocated
underground power line running on the east side of the development within a new P.U.E. established
with the subdivision layout.
If relocation is needed, Northwestern Energy shall determine the locations of all transformers,
underground lines and equipment to provide for maintenance and installation. These facilities shall be
located on front lot lines in a minimum 10’ wide utility easement. High-capacity lines will require wider
easements for placement of larger equipment.

RE: Turnrow Subdivision
Dear Mr. Benard,
Your new subdivision housing project – Turnrow Subdivision, located in Bozeman, MT 59715 is
in Charter Communication’s footprint for video, internet and voice services. Absent of any
unforeseeable adverse circumstances or conditions including any force majeure events outside of
Charter’s control, and upon completion of a mutually agreed upon Service Agreement, Charter
Communications will be able to extend its plant to provide service to your project.
We will need to work with your representatives on an Access Agreement, for your project. We
will need this Agreement executed prior to Charter beginning our construction phase for the
project.
Not a Binding Obligation. THIS LETTER OF INTENT DOES NOT CONSTITUTE OR
CREATE, AND SHALL NOT BE DEEMED TO CONSTITUTE OR CREATE, ANY LEGALLY
BINDING OR ENFORCEABLE OBLIGATION ON THE PART OF EITHER PARTY TO THIS
LETTER OF INTENT. NO SUCH OBLIGATION SHALL BE CREATED, EXCEPT BY THE
EXECUTION AND DELIVERY OF THE ACCESS AGREEMENT CONTAINING SUCH
TERMS AND CONDITIONS OF THE PROPOSED TRANSACTIONS AS SHALL BE
AGREED UPON BY THE PARTIES, AND THEN ONLY IN ACCORDANCE WITH THE
TERMS AND CONDITIONS OF SUCH ACCESS AGREEMENT.

RE: Turnrow subdivision – Gallatin County, MT
Recently you approached CenturyLink/Lumen about providing a “Will Serve” letter to serve a new
development Turnrow subdivision – Gallatin County, MT. CenturyLink/Lumen appreciates the
opportunity to provide this development with its future communications needs.
In response to the request for a commitment to serve, CenturyLink/Lumen will work with you to
determine what the construction needs will be. Upon such determination, CenturyLink/Lumen will
undertake an analysis of the construction required and the cost to complete that construction. It is only
at that point and given the prevailing Tariffs that CenturyLink/Lumen will make a final determination
regarding whether to provide service. We do have facilities within the area of your project, and we do
have the capacity to provide phone and internet services.
As you may or may not know, many of the telecommunications services provided by
CenturyLink/Lumen are regulated and the service you request will be provided for under the tariffs on
file with the Montana Public Service Commission.
