W. Bozeman, MT 59718 RE: Turnrow Subdivision Dear Faith Doty, Montana Fish, Wildlife & Parks (FWP) appreciates the opportunity to comment on the Turnrow Subdivision. An important project goal should be to ensure that the completed subdivision poses no direct or persistent environmental threat to surrounding aquatic resources. FWP anticipates that the construction plans will include actions to reduce or mitigate sediment delivery, and to prevent discharges of petroleum products or other harmful substances into nearby streams and lands capable of delivering those substances to waterways. The proposed development will substantially increase the amount of impervious surfaces in the area, which will increase surface runoff and the delivery of pollutants to surrounding streams and wetlands. Therefore, it is important that the proposed development include stormwater management systems (e.g., detention ponds) that provide the opportunity for ground infiltration of surface runoff, which will help reduce pollutants and water temperatures in downstream habitats while increasing groundwater input during periods of low flow. Per FWP’s subdivision guidelines, FWP recommends a minimum stream setback of 200 feet that includes 150 feet of vegetation buffer plus an additional 50 feet of building setback along the stream on the west side of the property. FWP recommends not only a building setback, but also maintaining an intact riparian zone along the stream within the development to help protect their integrity as well as downstream habitats and the organisms they support. Sincerely, Marina Yoshioka Region 3 Supervisor February 2, 2023 Montana Fish Wildlife & Parks Attn: Project Manager FWPcomments@mt.gov Re: Request for Agency Comment Potential for Wildlife Habitat at Turnrow Subdivision Project Site Dear Montana Fish Wildlife & Parks Project Manager, Morrison-Maierle, Inc. has been contracted by Virga Capital to complete a wildlife habitat review at the location of the proposed Turnrow subdivision as part of a Zone Map Amendment (ZMA). The Turnrow site is located west-southwest of the intersection of Davis Lane and East Valley Center Road, northwest of the City of Bozeman, MT. A vicinity, topographic, and aerial map of the subject property are attached to this letter. This habitat assessment seeks to describe the presence or absence of wildlife resources and US Fish and Wildlife Service (USFWS) Endangered Species Act (ESA) federally listed species on the subject property. Specifically, the assessment will describe key wildlife habitat issues associated with the proposed subdivision and consider local fish and wildlife resources. A custom report from the Montana Natural Heritage Program for the subject property is under review, as is data from the U.S. Fish & Wildlife National Wetland Inventory, Montana Sage Grouse habitat Conservation Program, and the Montana State Library (GIS). The purpose of this letter is to request your agency’s comments and early planning suggestions regarding designated species of concern and/or potential impacts on wildlife and wildlife habitat at the project area. If you do not have any comments regarding the proposed project, we ask that you simply sign the bottom of this letter and return as soon as possible.
