Oak Street, Suite 2B Bozeman MT 59715 Subject: Turnrow Subdivision – East Valley Center Rd (U-1211) RP 4.47 to 5.08 Status of Approach Approvals Mr. Bernard, This letter replaces the July 19, 2024 letter. This letter provides updates on the status of your development (Turnrow Subdivision) on the south side of East Valley Center Rd (U-1211). The development fronts East Valley Center Rd from Reference Post (RP) 4.47 just west of Valley Center Spur Road intersection to 5.08 the Davis Lane intersection. The impacts from the development on East Valley Center Road are being reviewed by the Montana Department of Transportation (MDT) staff. I have listed the intersection requirements and status of the reviews for mitigations required for access to East Valley Center Rd below. Lift Station Approach (RP 4.52) – This new approach will be issued to the City of Bozeman for access to the wastewater lift station. This approach will be gated and only used for access to the utility. The approach will be designed as not to adversely affect the sidewalk/shared-use path. The gate will be located to allow any utility vehicle to fully clear the sidewalk/shared-use path before opening the gate. Parking of utility vehicles on East Valley Center Rd is not allowed. An approach permit must be submitted through the MDT Maintenance Permitting system. The City of Bozeman must be the owner. The location west of the intersection of Valley Center Spur Rd is being reviewed. MDT has not received the final design for this approach. Future Ferguson Ave (RP 4.83) – This new approach will be for a new City Street approach. The approach will be issued to the City of Bozeman. The approach location has been approved. The approach must be designed to allow for signalization once signal warrants are met. The approach will include a westbound left-turn lane and eastbound right-turn lane on East Valley Center Rd. Dedicated northbound right and left turn lanes are required on Ferguson Ave. The approach design will be developed through the future phases of the development. Quicksilver Rd (RP 4.96) – Approach Permit Application 8916. This new approach will be for a new City Street approach. The approach will be issued to the City of Bozeman. The approach location has been approved. The approach will be designed for a dedicated westbound left-turn lane on East Valley Center Rd. The Quicksilver approach will restrict northbound left-turns. Raised median for the Quicksilver approach is required. MDT is coordinating with the development on the design of the approach and modifications to East Valley Center Rd. The final design has not been approved. Davis Lane (RP 5.08) – The existing intersection must be modified to include a westbound left turn lane on East Valley Center Rd. Davis Ln must be modified to include a northbound right and left turn lane. The intersection must accommodate a WB-67 as the design vehicle. MDT is coordinating with the development on the design. If possible the signal must be designed to allow for additional travel lanes. The development must install the signal once signal warrants are met. The signal warrant analysis is presently being reviewed by MDT staff. It is anticipated the signal will be warranted with Phase 1A. Shared-use Path - The development includes a shared use path both within and outside of MDT right-of- way. The path must be designed to meet PROWAG and ADA requirements. MDT will coordinate with the City of Bozeman for a maintenance agreement for the shared-use path. MDT is working with the development on the final design of the shared-use path. Throughout the review process MDT is coordinating with the City of Bozeman on the design.
