RECOMMENDATION:Approve the September 11, 2024 Sustainability Advisory Board Minutes.
STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from
the community and stakeholders.
BACKGROUND:In accordance with Commission Resolution 5323 and the City of Bozeman's
Citizen Advisory Board Manual, all Boards must have minutes taken and
approved. Prepared minutes will be provided for approval by the board at
the next scheduled meeting. Staff will make any corrections identified in the
minutes before submitting them to the City Clerk's Office.

SUBJECT:Building Energy Efficiency and Electrification Incentives and Training Update
MEETING DATE:October 9, 2024

RECOMMENDATION:Building Energy Efficiency and Electrification Incentives and Training Update.
STRATEGIC PLAN:6.3 Climate Action: Reduce community and municipal Greenhouse Gas
(GHG) emissions, increase the supply of clean and renewable energy; foster
related businesses.
BACKGROUND:More than half of Bozeman’s community greenhouse gas emissions come
from energy use in buildings. Bozeman Climate Plan Focus Area 1: Healthy,
Adaptive, & Efficient Buildings highlights the importance of improving the
efficiency of existing buildings, achieving net zero construction, and
electrifying buildings. To meet these objectives, a combination of targeted
incentives and training opportunities are needed to empower residents and
industry professionals in the Bozeman community. The Sustainability
Division developed dedicated webpages to provide resources on energy-
efficient and healthy buildings, including information on incentive
opportunities. Sustainability Specialist Ali Chipouras will provide an update
on incentives and training opportunities focused on advancing building
energy efficiency, electrification, and resilience, including but not limited to
the following programs and events.
Inflation Reduction Act Residential Rebate Program Update
In 2022, the Inflation Reduction Act (IRA) was signed into law, marking the
single largest investment in climate and energy in American history. Included
in the Inflation Reduction Act are a variety of incentives aimed at improving
building efficiency and advancing building electrification. The Inflation
Reduction Act authorized funding for two distinct home energy rebate
programs: 1) The Home Efficiency Rebate Program and 2) The Home
Electrification and Appliance Rebate Program. Both home energy rebate
programs will be administered through Montana’s Energy Bureau at the
Department of Environmental Quality (DEQ), which hosts the MT Home
Energy Rebates web resource to communicate progress on program rollout.

City of Bozeman Heat Pump Water Heater (HPWH) Rebate
In June 2023, the City launched a pilot Heat Pump Water Heater Rebate
program, offering Bozeman residents a $500 rebate for installing a qualifying
heat pump water heater. The pilot is funded by the Montana Department of
Montana Quality to gather insights on residential rebate programs in
preparation for implementing IRA rebates, expanding the market for heat
pump water heaters, and improving energy efficiency for Bozeman residents.
The City has dispersed rebates for 26 Heat Pump Water Heaters.
Upcoming Training Opportunities
Stay Warm, Breathe Easy: Tips for a Healthy and Efficient Home
The City has partnered with Montana Health Professionals for a Healthy
Climate to host a panel discussion with local health professionals and
building science experts on how to create a healthy, energy-efficient home
environment. The discussion will focus on protecting your family from the
health impacts of wildfire smoke, improving indoor air quality, and exploring
energy-efficient heating and cooling strategies. The event will take place at
the Bozeman Public Library on October 21st, 5:30 – 6:30 PM. This event is
free and open to the public.
Building with Heat Pumps: Efficient Systems for Cold Climates
In May 2024, the City partnered with Earth Advantage, BetterBuiltNW,
Montana Weatherization Training Center, Montana DEQ, RedPoint LLC, and
the National Center for Appropriate Technology (NCAT) to host a ‘Best
Practices in New Home Construction’ training for building industry
professionals. The training, led by Earth Advantage, included an energy-
efficient home site visit and a half-day session on best practices in new home
construction. The event was full, with 24 attendees and an additional 18
people on the waitlist, highlighting the demand for more training
opportunities in the Bozeman area.
In a follow-up survey, participants expressed interest in learning more about
heat pump systems. The City has continued to work with Earth Advantage to
organize another training. On October 22nd, Earth Advantage is offering the
'Building with Heat Pumps: Efficient Systems for Cold Climates ' training on
behalf of BetterBuiltNW. This is a no-cost training to help Montana building
industry professionals incorporate Air Source Heat Pumps (ASHPs) and Heat
Pump Water Heaters (HPWHs) into residential new construction projects.
Heat Pump Water Heater Public Education Event
On October 23rd, NorthWestern Energy and the City of Bozeman will co-host
an educational event about heat pump water heaters (HPWH), tailored for
homeowners and anyone interested in energy-efficient upgrades. Evergreen

Energy, a contractor for NorthWestern Energy, will lead the session,
covering how HPWH systems work, whether they are suitable for your
home, potential energy savings, and available rebates and incentives to help
reduce upgrade costs. NorthWestern Energy offers a $3,000 rebate through
participating plumbers for replacing a conventional electric water heater
with a qualifying HPWH. This free event is open to the public and will be held
at the Bozeman Public Safety Center on October 23rd at 5:30 PM.
Sustainability Board members will be asked to receive the information, ask
questions, provide input, and consider the following questions:
How do we reach our target audiences and encourage attendance at
these events?
What activities should the City prioritize to enhance resources, training
opportunities, and engagement related to building energy efficiency,
electrification, and resilience?
