Hello Mayor, Deputy Mayor, Commissioners, and Community Development Staff, As I was researching the historic preservation consultants that the City has hired, Community Planning Collaborative (CPC), I came across an article by one of CPC's members, EnnisDavis, titled Gentrification vs. Withintrification in Jacksonville and I loved it! Not only did it speak to the struggles that many of us have been facing in Bozeman in recent years, itsuggested that there are policy tools we can use to combat the effects of gentrification and displacement. Please read it: https://www.thejaxsonmag.com/article/gentrification-vs-withintrification-in-jacksonville/ At the October 16th HPAB meeting, and again at the Community Development AdvisoryBoard's meeting on the 21st, when we get a preview of CPC's policy recommendations, I hope it will include more specifics on what this looks like for both a city policy playbook, but alsofor a neighborhood playbook. Since my neighborhood is entirely within a LIHTC eligible census tract, I'm nervous that the city may pursue redevelopment through upzoning in order to use those credits. So much ofthe redevelopment here results in gentrification and displacement. We have a small mobile home park in our neighborhood as well. I hope we can be supported rather than redeveloped. I want us to organize for withintrification instead! Which I realize will include someredevelopment (hopefully more infill since we have some undeveloped parcels on and near Main Street) but I want it to be sympathetic and actually contributing rather than somethingthat drives people out.
