Re: Simkins-Hallin Tract 3-B Site Plan Application #24064
Concurrent Construction Request
Please accept this letter as a request for concurrent construction of onsite/offsite public
infrastructure for the proposed buildings of the Simkins-Hallin Tract 3-B project as shown on
the attached Civil Construction Plans.
As soon as possible after Site Plan Approval Northbloc LLC is planning on developing the two
buildings proposed on Tract 3-B. To facilitate building permit reviews on these lots, concurrent
construction of public and private improvements is requested. By the time of building permit
approval, it is very likely that public infrastructure construction will be well underway.
Northbloc LLC understands the need for functional infrastructure to support construction
activities and commits to the following Concurrent Construction Plan. Wheat Drive will be
improved to a gravel surface prior to vertical construction on the lot. Access to the entire site
will be closed to the public until the infrastructure is complete. Public infrastructure will be
complete and accepted by the city prior to occupancy of any structure on the concurrent
construction lot.
The concurrent construction request will be supported by the following project specific
conditions and standard conditions per UDC 38.270.30 D and stipulated in an Improvements
Agreement.
1. The project (site plans) will be under control of a single entity, Northbloc LLC, with a
single general contractor. There will be no third-party builders until public infrastructure
is complete and accepted by the City.
2. Infrastructure plans will be approved and financially guaranteed prior to the issuance of
any concurrent construction Building Permit issuance.
a. The offsite infrastructure plans for Wheat Drive are prepared by Allied
Engineering
b. The onsite infrastructure plans for Tract 3-B are prepared by Sanderson Stewart
3. Wheat Drive will be improved to gravel surfacing prior to vertical construction on the
concurrent construction lot. Access to the entire site will be closed to the public until
infrastructure is complete. Infrastructure improvements will be complete and accepted
by the city prior to occupancy of any structure on the concurrent construction lots.
4. Northbloc LLC will provide insurance, risk acknowledgement, and indemnification in a
form acceptable to the city prior to Building Permit issuance.
Please let us know if there are any additional conditions required to enable concurrent public
infrastructure and industrial building construction.
