Hi Bobby, Audrey can assist you with #53 I agree with your interpretation of #55, no landscaping is required for the stormwater pond, as long as it will still function as intended without it. For #62, regarding off-street parallel parking. We have traditionally not allowed parallel parking interior to the site. The only standard we have is parallel parking on-street, not off-street in BMC 38.540.020.E. However, I’m happy to revisit this with senior staff at our meeting on Friday morning and follow up with you. Comment #55: Does this code apply since BMC 38.410.080.H states “Stormwater retention/detention facilities in landscaped areas must be designed as landscape amenities.” The definition of a landscape area per BMC 38.700.110.L is “at 75% coverage of an area with natural grass, vegetative groundcover or other natural living plant materials, the remainder of which is covered with non-vegetative decorative landscaping design elements such as washed rock, lava rock, bark chips and ornamental features such as pools, fountains, benches, etc.” Since the proposed retention pond is within a gravel storage yard without landscaping in the vicinity, how is the 75% landscaped area applied in this case? 55 1 Planning Danielle Garber 5/6/24 10:54 AM Comment Stormwater retention ponds must be landscaped. The facilities must have 75 percent of surface area covered with live vegetation appropriate for the depth and design of the retention/detention facility, and be lined with native grasses, indigenous plants, wet root tolerant plant types and groupings of boulders to create a functional, yet natural site feature. A cross section and landscape detail of each facility must be submitted with the final landscape plan for review and approval. Facilities with a slope up to and including ten percent grade may be grassed and irrigated to blend into the adjacent landscaped area. Provide landscaping for the proposed retention ponds per BMC 38.410.080.H Comment #62: Can you please reference within the code where on-site parallel parking is not allowed to count towards the required parking calculation? BMC 38.540.020.E specifies parallel parking dimensions and Figure 38.540.020C. shows an image of the required layout but does not state it can only be utilized/counted off-site. 62 1 Planning Danielle Garber 5/6/24 10:58 AM Comment 9 parking spaces are proposed via on-site parallel parking along the curb on the east side of the site. BMC 38.540.020 does not provide a design standard for on-site parallel parking so these 9 spaces may not be counted per the code.
