Dear Director of Engagement, Takami Clark, Thank you for the work you have done so far on the proposed UDC engagement plan. As a resident of Bozeman who lives in an area with very complicated issues involving business and residential districts and someone who answered your previous survey, I urge you to add in some additional activities to you engagement plan. In Phase one, please add additional in-depth opportunities to engage with Commissioners and staff. I encourage the addition of coffee hours at the shops downtown and West side, talks at the City building, sessions at the library, additional information on the bookmobile, and information materials at public places like the mall. I would also like to see much better visualizations in 2 and 3-D of what the proposed changes would be compared to the current conditions, the current UDC, and what is in the draft UDC. I’ve spent years trying to understand code and how it translates into the built environment. It is really difficult for a lay audience. I hope you will consider a built mock-up of the various zones under the current and draft UDC in City Hall with video of those mock-ups and additional 2-D drawings online and in public spaces around town. In Phase two, Commissioners need to meet with every neighborhood association and have additional public forums with community groups and the general public to ensure that full two-way communication is achieved. In both phases, there needs to be more robust encouragement and capture of open comments and discussion. This sounds like a lot, and it is. However, when I look at who answered your survey and the recommendations in your draft engagement plan, it looks like you are likely to get most of your responses from older, richer homeowners and professionals who have a vested interest in development. My concern is that this process will not be reflective of the needs of the larger community. Sincerely, Karen Filipovich
